The Profile Committee of the Jogorku Kenesh reviewed the draft laws on the ratification of agreements for bridge construction in the first reading.

At a recent meeting of the Committee of the Jogorku Kenesh, which deals with issues of industrial policy, transport, energy, architecture, and construction, a draft law on the ratification of the Exchange Notes between the Government of Kyrgyzstan and the Government of Japan was reviewed and approved. The document pertains to the project "Reconstruction (construction) of the bridge over the Naryn River on the Bishkek – Osh highway," aimed at improving transport connectivity with the Trans-Caspian International Transport Route. This draft law was signed on December 12, 2025, in Bishkek.

Deputy Minister of Transport and Communications Ulukbek Janibekov presented information about the draft law. He noted that this document was created to enhance transport communication between Kyrgyzstan and neighboring countries by reconstructing the bridge over the Naryn River on the Bishkek-Osh highway. This will ensure safe and uninterrupted transport movement.

“The construction of the bridge will take place in the Toktogul district of the Jalal-Abad region at the 315th kilometer of the Bishkek–Osh highway. The Japanese government is allocating a grant of up to 3 billion 190 million Japanese yen (approximately 20,416,639 USD) for the project 'Reconstruction of the bridge over the Naryn River,'” he added.

In addition, committee members also approved a draft law on the ratification of a Financing Agreement with the Eurasian Development Bank for the project "Improvement of Roads in the City of Osh." This project includes the construction of two elevated bridges and a 3.2 km stretch of road, the agreement for which was signed on December 29, 2025, in Bishkek.
