At the meeting of the parliamentary group "Adilet Kyrgyzstan," information was presented by the Ministry of Transport and Communications regarding the progress of construction and reconstruction of key roads, as well as the repair of internal routes in the regions of the country.
Beknazar Bazaraliev, the First Deputy Minister of Transport and Communications, reported on the completion of planned works. He noted that by the beginning of 2025, it is planned to finish paving 1,092 kilometers of roads. However, by the end of 2023, work has already been completed on 1,606 kilometers, of which 1,545 kilometers have been paved. He also pointed out the implementation of 13 major infrastructure projects in the road sector across the country.
During the discussion, Deputy Ismanali Joroev expressed the opinion that funding for road repairs is primarily sourced from loans and emphasized the importance of quality control over constructed facilities. He expressed dissatisfaction with the narrow width of the road being built by the "China Road" company in the Leilek district, where in some places the width does not reach two meters. Deputy Suyunbek Omurzakov proposed to consider the issue of paving the Myrzake-Kara-Kulja-Alayku road within the republic's budget.
Jyldyz Talaybek kyzy, a deputy, emphasized the need to improve the condition of internal roads in the regions and inquired about the timeline for completing the Naryn-Bayotov road construction. In response, the deputy minister stated that the total length of this road is 112 kilometers, of which 80 kilometers remain to be completed. "Contracts have now been signed with two companies, and this year it is planned to finish laying the first layer of the road," he added.
Deputy Jyldyz Kurmanalieva pointed out that the repair work on the road connecting the villages of Achi, Shatrak, Soku-Tash, Ak-Terek, and Alchaluu had been suspended and suggested resuming it. The speaker confirmed that the completion of the work is scheduled for this year.
Rahat Junushbaeva, another deputy, emphasized the importance of completing the southern road connecting Balikchy and Karakol before the start of the tourist season, noting that the work has been ongoing for five years.
Nurjamal Torobekova inquired about the progress on the Osh-Sary-Tash-Erkesh-Tam road.
Bakhridin Shabazov raised the issue of completing the northern bypass road around Bishkek and several roads in the Issyk-Ata district. Deputy Gulsharkan Kultaeva added that reliable large companies should be chosen for road projects, as small contractors slow down the completion times. Deputy Ravshanbek Rysbaev also brought up the topic of constructing a road to the Abshyr-Ata recreation area.
Gulnara Akimbaeva noted that the condition of the roads directly affects the economic development of the country and the accessibility of transport in the regions, and also raised questions about attracting investments in this area and improving construction quality.
Kubanychbek Samakov expressed concern about the quality of road construction and called for a focus on preventing deficiencies rather than addressing their consequences.
Nurbek Sydygaliev, the head of the parliamentary group "Adilet Kyrgyzstan," noted that the ministry is actively engaged in the development of road infrastructure and highlighted the need to complete the Naryn-Ak-Talaa and Issyk-Kul region projects on time. As a result of the discussion, the information from the Ministry of Transport and Communications was taken into account.
Additionally, information was presented at the meeting regarding the activities of the Ministry of Water Resources, Agriculture, and Food Processing, concerning the improvement of the irrigation system, provision of drinking water, and oversight of capital construction. The deputies noted the importance of timely preparation of irrigation systems for spring fieldwork.
