- This agreement aims to prevent pandemics, improve the resilience of food systems, and protect the health of ecosystems in Central Asia and was signed on July 11, 2025, in Bishkek between the Kyrgyz Republic and the International Development Association/International Bank for Reconstruction and Development, which acts as the administrator of the Trust Fund for Pandemic Prevention, Preparedness, and Response.
The initiator of this draft law was the Chairman of the Cabinet of Ministers.
Deputy Minister of Water Resources, Agriculture, and Processing Industry Zhanibek Kerimaliev emphasized that this draft law is aimed at improving the health of the population and animals, as well as the ecological well-being of the country.
According to him, Phase 1 includes three key components, among which are combating zoonotic infections, preventing antimicrobial resistance, and ensuring food security.
Under the project "Phase 1 for the Kyrgyz Republic under the One Health Program," the financing agreement provides for 30 million US dollars in the form of loan funds and 1.79 million dollars under the grant agreement. The loan is provided for a period of 50 years with a ten-year grace period at 0%.
