The Cabinet approved the sub-grant agreement project with the ADB for floating solar panels at HPP-5.

- In accordance with the order issued by the Cabinet of Ministers on December 31, 2025, under number 1179-r, the project agreement for a sub-grant to implement the initiative "Development of the Renewable Energy Sector (Floating Solar Panels at HPP-5)" was approved.

This document was developed within the framework of the financing agreement for the program "Support Fund for Multisectoral Activities for 2025-2030," signed between the Kyrgyz Republic and the Asian Development Bank on March 26, 2025, in Bishkek.

The Cabinet also authorized the Minister of Finance of the Kyrgyz Republic to sign this agreement on behalf of the state, granting him the right to make changes and additions that do not concern the fundamental aspects.

The order was signed by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev.

Background of the Issue

On June 18, the Jogorku Kenesh reviewed and approved at the third reading the draft law of the Kyrgyz Republic "On the Ratification of the Agreement on Financing the Program 'Support Fund for Multisectoral Activities for 2025-2030,' signed in Bishkek on March 26, 2025, between the Kyrgyz Republic and the Asian Development Bank."

Under this agreement, ADB will allocate $22.58 million to Kyrgyzstan, of which:

• $13.36 million is a concessional loan (term of 32 years, including an 8-year grace period; interest rate - 1% during the grace period and 1.5% thereafter),

• $9.22 million is a grant.

A floating solar power plant was commissioned at HPP-5 in 2024.

According to information from the Ministry of Energy, the plant was built with funds from a grant provided by the Asian Development Bank and includes the installation of photovoltaic panels on the water surface of the BSR with a total area of 1200 sq.m and an initial capacity of 100 kW. The project was implemented by OJSC "Chakan HPP."
