Changes in the Aiyl Aimak of Issyk-Kul: What was accomplished in 2025 and what is planned for 2026?

The rural administration of Issyk-Kul, part of the Tyup district, participated in the republican competition "Best Rural Administration" and won the grand prize in 2025.

Throughout the year, the workforce of the Issyk-Kul rural administration implemented projects for the development of internal infrastructure, social construction, greening, and improvement, as well as income-generating production projects.

According to information, before the administrative-territorial reform, the budget of the rural administration was only up to 5 million soms, and after the unification of five villages into the Issyk-Kul rural area, the budget for 2025 was approved at 33 million soms. The implementation of local projects received additional support in the form of a stimulating grant, republican funding, and sponsorship assistance, which led to the construction and renovation of several social facilities.

Construction of social facilities:

In the village of Mikhailovka, at the initiative of local authorities, a major renovation of the House of Culture was carried out. A total of 4 million 702 thousand 800 soms was allocated for construction work from the stimulating grant. Currently, the exterior walls of the two-story building have been updated. Interior finishing work is ongoing.

In the village of Toguz-Bulak, a major renovation of a 100-seat kindergarten is underway. Construction has begun on a new school for 150 students in the village of Sary-Bulun and a kindergarten for 100 children in the village of Issyk-Kul, while the construction of a 150-seat school in the village of Intymak has been completed. A mini-football field has also been built in the village of Intymak, and doors and windows have been replaced at the Shevchenko school in the village of Mikhailovka.

Internal infrastructure:

Thanks to the republican budget, 17.5 km of the Issyk-Kul—Intymak—Sary-Bulun road has been asphalted. The following internal roads have also been asphalted:

– 1 km of internal roads in the village of Issyk-Kul,

– 1 km of internal roads in the village of Sary-Bulun,

– 2 km of internal roads in the village of Intymak,

– 600 meters of internal roads in the village of Mikhailovka.

In the villages of Issyk-Kul (Mayak) and Toguz-Bulak, former park areas have been restored. Additionally, in the village of Issyk-Kul, a drinking water issue has been resolved: a water tower with a capacity of 50 cubic meters has been built to ensure a continuous supply of clean water to 405 households.

This year, general plans for five villages are being developed, as well as the preparation of project documentation for water supply projects in two more villages.

There are 10 employees working in the Issyk-Kul rural administration, 16 specialists in state and municipal structures, and 21 people are employed at the municipal enterprise "Taza Muras." In 2025, the Issyk-Kul rural administration provided water supply to 92 hectares of rain-fed land, resulting in the first harvest of fruits, as confirmed by the chairman of the local council, Orozbek Mukambetov.

“Good changes are happening in the Issyk-Kul rural area. The rural administration and the deputies of the local council are jointly participating in community clean-up days and harvesting the first crops from young seedlings. This is just the beginning. In the coming years, the harvest will be even more abundant. In the future, with the development of local production, conditions will arise to improve the standard of living and create additional jobs for villagers,” noted O. Mukambetov.

Plans for the future:

Next year, the Issyk-Kul rural administration plans to hold a major republican-level event. As part of receiving the status of "Best Rural Administration," a seminar will be organized to exchange experiences.

The acting head of the Issyk-Kul rural administration, Dilgir Omorova, spoke about the planned work:

“In 2026, work will begin on the asphalting and repair of internal roads in the villages. Among social facilities, the construction of a school in the village of Sary-Bulun and a kindergarten in the village of Issyk-Kul is planned to be completed, followed by their commissioning. Additionally, the development of summer tourism is planned — a project for the construction of a municipal beach will be implemented in the village of Intymak.

With an increase in the yield of fruits grown on municipal lands, private entrepreneurs plan to start building a logistics complex for freezing and storing more than 500 tons of products. Most importantly, a major event will be held at the republican level within the framework of the status of "Best Rural Administration."
