Consumption, Generation, and Import of Electricity
According to information provided at a meeting of the Ministry of Energy, the following indicators were recorded in Kyrgyzstan during the first nine months of 2025:
- total consumption amounted to 13.8 billion kWh;
Electricity generation reached 11.3 billion kWh, including:
- generation from large hydropower plants — 9.7 billion kWh;
- generation from small hydropower plants — 0.18 billion kWh;
- generation from mini-hydropower plants — 0.16 billion kWh;
- generation from combined heat and power plants — 1.3 billion kWh;
- generation from solar power plants amounted to 0.7 million kWh;
To eliminate the deficit, 2.7 billion kWh of electricity was imported.
Changes in Tariff Policy and Restrictions
In 2025, electricity tariffs were increased. As of May 1, the following rates apply for consumers:
- for consumption up to 700 kWh — 1.37 som/kWh (previously 1.11 som);
- for consumption over 700 kWh — 2.6 som/kWh (previously 2.39 som).
This period also saw the introduction of various measures to regulate consumption: restrictions in government institutions and the establishment of a power limit of 3 kW per household connection during peak hours.
Construction of Small Hydropower Plants

In 2025, 5 small hydropower plants with a total capacity of 43.59 MW were commissioned, including:

Development of Renewable Energy Sources
The first solar power plant (SPP) with a capacity of 100 MW, located in the Kemin district, was commissioned in the field of renewable energy sources. The investments were made by LLC "Eternal Energy".
In 2025, the construction of the following facilities began:
- SPP in Balakchy (Issyk-Kul region). Investor — China National Nuclear Corporation, capacity — 400 MW, planned opening date — 2026.
- SPP in the village of Kyzyl-Oruk. The first phase with a capacity of up to 150 MW will be completed in the first half of 2026. Investor — LLC "RECA".
- Wind power plant in Balakchy with a capacity of 100 MW. The project is being implemented by JSC "Rosatom Renewable Energy". Key components (nacelles, hubs, generators, and towers) have been delivered to the settlement of Kok-Moynok, marking Russia's first export project in the field of wind generation.
Major Projects: Kambar-Ata HPP-1 and 2
A competition is underway for the update of the feasibility study (FS) for the construction of Kambar-Ata HPP-1, previously referred to as the project of the century. A contract with the contractor has been signed, and work has already begun. The type of dam for the HPP has been determined. An additional $13.6 million has been allocated to the previously allocated $5 million from the World Bank for the implementation of these activities, and $1.5 billion has been allocated for the main construction works of Kambar-Ata HPP-1 for three countries (Kyrgyzstan, Kazakhstan, Uzbekistan).
Completed works:
Construction of the access road to Kambar-Ata HPP-1 up to 318 km along the Bishkek-Osh highway:
- 95% of earthworks completed;
- 90% of concrete work completed.
Completion of the unfinished section of tunnel T-2 with an exit portal (126 m):
- 100% of tunnel excavation and concrete work completed;
- 100% of internal concrete work on the roadway completed;
- Works completed in 40% of operational cases.
Construction of the 110 kV AC substation (18 km) and 110/6 kV structure of Kambar-Ata HPP-1:
- 95% of line laying work completed;
- 95% of steel column installation work completed;
- 90% of auxiliary center work completed.
Construction of new access roads from passage No. 2 to the construction site:
- 95% of earthworks completed;
- 85% of concrete work completed.
Construction of the Right Bank Bridge over the Naryn River to HPP-1:
- 100% of pile drilling and concrete work completed;
- 75% of the upper part of the pile foundation completed;
- 35% of bridge construction work completed.
Construction of a temporary settlement for workers:
- 95% of foundation work completed;
- 75% of metal structure installation work completed.
Plans for 2025 for the Kambar-Ata HPP-1 project:
- Completion of concrete work on sections of roads No. 1, 2, 3, 4, 5, 6, 7, 8, 9 with a total length of 9.27 km;
- Completion of concrete work on sections of roads No. 10, 11, 12, 13, 14, 15 with a total length of 8.7 km;
- Completion of work on the transport tunnel;
- Construction of 110 kV power lines and 110/6 kV substation: completion of the construction of 8.21 km of power lines and the 110/6 kV substation;
- Bridge construction: drilling and concrete work of piles, completion of work on the installation of the bridge span structure.
Temporary settlement for builders:
- completion of all works.
Kambar-Ata HPP-2
Work continues on the commissioning of the second hydro unit of Kambar-Ata HPP-2.
The project includes the following lots:
- Lot 1 – “Turbine, generator, and general equipment”;
- Lot 2 - “Open substations and power transmission lines”;
- Lot 3 - “Pressure pipeline and construction part of the water supply and HPP building”.
On June 16, 2025, an agreement was signed with the Dec-SM consortium (China-Korea) for Lot 1, which came into effect on August 8, 2025.
On August 19, 2025, an agreement was concluded with the Dec-SM consortium (China-Korea) for Lot 2.
On September 9, 2025, an agreement was signed with Sinohydro Bureau 16-Sinohydro Joint Venture (China) for Lot 3. Currently, work is underway to prepare for the entry into force of the contracts for Lots 2 and 3. By the end of October 2025, advance payments of 10% of the contract amount are planned. For Lot 1, work has begun on mobilizing contractors, and the construction of temporary offices and living quarters is underway. Preliminary studies and data collection on existing schemes for turbine model preparation are being conducted in parallel.
From October 28 to 31, 2025, a meeting with contractors from the three lots, representatives of the Eurasian Fund for Stabilization and Development (EFSD), and the project consultant is scheduled at the Kambar-Ata HPP-2 site to coordinate further steps for project implementation.
Modernization of Existing HPPs
Toktogul HPP: A large-scale modernization has been completed, resulting in an increase in the station's capacity from 1200 MW to 1440 MW (+240 MW). All four hydro units have been upgraded and now have a capacity of 360 MW each. The last unit was modernized from March to November 2025.
Uch-Korgon HPP: In 2024–2025, two of the four hydro units were replaced, increasing capacity by 18 MW. The upgrade of the remaining two units is planned for 2026.
