Due to the abnormally low temperatures, the authorities have allocated over 100 million soms to help Naryn cope with harsh winter conditions. Kyrbashova emphasized that Naryn is a unique region where winters have always been harsh, and this year the temperatures are particularly low.

“The temperature drops to -28…-30 degrees, and these are not just numbers, but a reality that residents face. I myself am from Naryn and know that in such frosty mornings, warmth in the house is not just comfort, but safety. Electricity at this time means light, heating, and the ability to sleep peacefully at night. Therefore, I understand how critically important such decisions are for our region. I want to note that the authorities are taking prompt measures during the most challenging winter period. Today’s approach to management differs from the previous one — decisions are made quickly and taking into account the real living conditions of people. This is an example of practical management in crisis conditions, where delays can lead to social risks,” she noted.

Additionally, Kyrbashova added that maintaining strict restrictions on electricity consumption under such conditions poses a direct threat to the population.

“In this regard, in November 2025, a decision was made to increase the consumption limit during peak hours from 3 to 4 kilowatt-hours, and from January 9, 2026, from 4 to 5 kilowatt-hours. This effectively eases the restrictions during the most difficult winter period. The population pays for electricity at a social tariff of 1 som 37 tyyns per kilowatt-hour, while the republic has to import electricity in winter at a cost of over 3 soms per kilowatt-hour. The difference of 1.6 soms for each kilowatt-hour is covered by the state,” she added.

According to her calculations, during peak hours, the Naryn region consumes an additional 11.2 million kilowatt-hours per month. This creates a budget burden of about 39.2 million soms monthly, and in winter this amount is approximately 117.6 million soms just for one region.

“Nevertheless, the decision was made promptly, as the priority became the well-being and safety of people, rather than formal compliance with restrictions. It is important to understand that this is a necessary measure, not an ideal model. Such decisions cannot become a long-term norm. However, in conditions of extreme temperatures and limited resources, the state consciously takes on part of the costs, without passing them on to citizens,” concluded Kundus Kyrbashova.
