The sanitary protection rules establish key requirements for organizational and sanitary-anti-epidemic measures necessary to protect the territory of the country from infections that pose a danger to the health of citizens.
The obligations to comply with these rules apply to all state bodies and enterprises, regardless of their form of ownership, as well as to officials.
The creation of this document is justified by the current global epidemiological situation, the emergence of new infections such as COVID-19, and the potential use of infectious agents for terrorist purposes. The COVID-19 pandemic has highlighted the need for coordination of efforts among various services to protect the population.
This project envisions the establishment of an integrated system of interaction among key departments: the ministries of health, emergency situations, internal affairs, finance, defense, natural resources, as well as the State Committee for National Security and its Border Service, local and regional administrations.
The comprehensive plan defines the procedures for planning and conducting joint activities to protect the territory in emergency situations related to quarantine infections. The document is also aimed at implementing the provisions of the law "On Public Health" and protecting the health of the population from biological threats.
Rules for Sanitary Protection of the Territory of the Kyrgyz Republic
Appendix 1.
1. Introduction
1. These rules for sanitary protection of the Kyrgyz Republic (hereinafter referred to as the Rules) establish the basic requirements for organizational and sanitary-anti-epidemic measures to protect the territory of the country from the importation and spread of quarantine infections that pose a threat to public health.
2. The Rules are mandatory for all state bodies, companies, regardless of ownership, and officials.
2. General Provisions
3. These Rules are developed in accordance with the laws of the Kyrgyz Republic "On the Protection of Citizens' Health," "On Public Health," "On the State Border," as well as international treaties and the requirements of the International Health Regulations (IHR 2005).
4. The Rules apply to quarantine and other infectious diseases defined in the Agreement on Cooperation in the Field of Sanitary Protection of the Territories of the Commonwealth of Independent States dated May 17, 2021.
5. Sanitary protection of the territory of Kyrgyzstan represents a system of measures aimed at preventing the importation, spread, localization, and elimination of infectious diseases.
In the event of infections not specified in the rules, all measures to prevent their spread are carried out in accordance with orders from the Ministry of Health of the Republic.
In case of an epidemic situation regarding quarantine diseases, additional sanitary-quarantine points may be opened at the border with neighboring states.
6. Sanitary protection includes organizational, sanitary-hygienic, and anti-epidemic measures carried out on all types of transport, as well as at checkpoints across the State Border of Kyrgyzstan.
7. Health organizations and inter-district disease prevention centers ensure sanitary supervision over the implementation of measures for territory protection.
8. Sanitary protection measures are interdepartmental and are developed in each administrative territory, included in the Comprehensive Plan for Anti-Epidemic Measures approved by the Cabinet of Ministers.
In the event of changes in the epidemic situation, adjustments are made to the Comprehensive Plan.
9. The Ministry of Health provides operational information on changes in the epidemic situation abroad and in the country.
10. In case of disease detection among foreign citizens, the Ministry of Health provides advisory assistance and notifies the Ministry of Foreign Affairs.
11. The Ministry creates a list of countries for which preventive vaccinations are mandatory for entry and communicates it to all relevant organizations.
12. The Ministry of Health also engages in international cooperation in the field of epidemiological surveillance and informs the WHO about the situation in the country.
13. In case of violations of the rules, entry and exit from the country of vehicles and individuals, including foreigners, as well as the import and export of goods and postal shipments, are prohibited. Violations entail responsibility in accordance with the legislation.
14. In case of a threat of disease spread at the border, restrictions or quarantine may be imposed.
15. When quarantine measures are introduced, local authorities issue resolutions on the introduction of restrictive measures.
16. After the elimination of the disease outbreak, the Ministry of Health and local authorities conduct an analysis and make changes to the preventive measures plans.
3. Measures on International Transport and at Checkpoints across the State Border of Kyrgyzstan
17. The Ministry of Transport and Communications ensures:
- anti-epidemic readiness of vehicles;
- training of crew members on disease prevention;
- provision of quality drinking water;
- protection of transport facilities from the penetration of rodents and insects;
- conducting disinfection, disinsection, and deratization.
18. The Republican Center for Disease Prevention and Control of Especially Dangerous, Quarantine Infections (RCPC) and other controlling bodies organize training for personnel at the border on identifying sick individuals and conducting sanitary-anti-epidemic measures.
19. Vehicle commanders are required to inform sanitary services about the detection of sick individuals and take initial anti-epidemic measures.
20. Symptoms indicating possible diseases include fever, diarrhea, vomiting, and others.
21. Prior to the arrival of the vehicle in the country, information about the presence of diseases must be reported.
22. Sanitary control and inspection of vehicles are conducted at checkpoints.
23. In case of detection of an infectious patient, vehicles are subject to sanitary control.
24. Sanitary control includes medical examination of crews and passengers, document checks, and sanitary inspection of cargo.
25. Sanitary inspection is conducted before other types of control.
26. Sanitary control is carried out at international checkpoints with the involvement of relevant services.
27. Persons conducting control have access to all necessary premises.
28. Border and customs services must assist in sanitary measures.
29. Vehicles without sick individuals are exempt from further inspections.
30. Staff of the sanitary-quarantine point conduct selective sanitary inspections.
31. The administration of the checkpoint ensures the necessary conditions for sanitary inspection.
4. Sanitary-Anti-Epidemic Measures in Cases of Disease Detection
32. These measures include informing relevant authorities about suspicions of infectious diseases.
33. Upon detection of a sick individual, measures are taken for their isolation and hospitalization.
34. In case of refusal of hospitalization, international norms are applied.
35. In case of disease detection at the border, Kyrgyzstan reserves the right to prohibit entry.
36. After sanitary control, other control bodies are allowed access to the vehicles.
37. In case of violations, a directive for rectification is issued.
38. When a vehicle arrives with a deceased individual from an infectious disease, appropriate measures are taken.
39. Sanitary measures are conducted at the expense of the vehicle owners.
40. Treatment and isolation are not subject to payment.
41. On military and foreign vehicles, sanitary measures are carried out according to the rules.
42. The administration of transport enterprises is notified about the application of sanitary measures.
43. Passengers may be issued certificates regarding the measures taken.
44. Measures taken at one checkpoint are not repeated at the next.
45. Vehicles subject to prohibition may be sent back.
46. Cargo is checked only in case of suspicion of contamination.
47. Luggage is disinfected if there are suspicions of contamination.
48. International postal shipments are subject to inspection in case of sending contaminated materials.
49. Citizens traveling to countries requiring vaccinations must present the relevant documents.
5. Special Measures to Prevent the Importation and Spread of Cholera.
50. Upon detection of cholera, measures for hospitalization and isolation are taken.
51. All potentially contaminated items are disinfected.
6. Measures to Prevent the Importation and Spread of Plague.
52. Upon detection of plague, deratization and disinsection are carried out.
7. Measures to Prevent the Importation and Spread of Yellow Fever.
53. Upon detection of yellow fever, sanitary measures are also taken.
8. Measures to Prevent the Importation and Spread of Viral Hemorrhagic Fevers.
54. In case of suspicion of viral hemorrhagic fevers, appropriate measures are taken.
9. Measures to Prevent the Spread of Insect-Borne Diseases.
55. Vehicles must undergo disinsection upon arrival from affected regions.
10. Anti-Epidemic Measures in the Kyrgyz Republic
56. All preventive measures are organized at the health levels in each administrative territory.
57. Each health institution is prepared to participate in anti-epidemic measures.
58. Anti-epidemic readiness includes equipping and training personnel.
59. All organizations are required to inform the Ministry about the detection of diseases.
60. Cases of diseases are actively identified within the republic.
61. Medical supervision is not conducted for individuals arriving from affected countries, except in exceptional cases.
62. Individuals under supervision may be summoned to health institutions.
63. Disease outbreaks may be declared in specific districts.
64. Quarantine measures are introduced by government decree.
65. The organization of anti-epidemic measures is carried out by health institutions.
66. Anti-epidemic measures include active identification and treatment of the sick.
67. In case of quarantine, conditions for leaving the outbreak area are provided.
68. Compliance with sanitary norms and rules is ensured.
69. Protection of facilities in the infection outbreak area is carried out by the Ministry of Internal Affairs and the Ministry of Emergency Situations.
70. Anti-epidemic measures continue until the complete elimination of the outbreak.
