The Ministry of Health proposes to approve the regulation on the establishment of the Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva
The main goal of this document is to formalize the status, objectives, tasks, functions, and structure of the new medical institution, which will ensure accessibility, quality, and safety of specialized assistance for women and children.
The creation of this center is a response to the demand from the population of the Jalal-Abad region and neighboring areas for more accessible and timely medical assistance. Currently, most specialized medical services are concentrated in Bishkek and Osh, which increases waiting times and the burden on capital medical institutions.
The center will focus on providing specialized assistance in areas such as obstetrics and gynecology, neonatology, pediatrics, pediatric surgery, reproductive medicine, and cancer screening. It will also ensure continuity between primary medical care and inpatient treatment.
The establishment of this new institution will reduce waiting times for medical assistance and improve readiness for emergency care in cases of complications for pregnant women, mothers, and newborns, as well as enhance early diagnosis and disease prevention.
Furthermore, the center will serve as a clinical base for scientific and methodological work in the field of maternal and child health, including the professional development of medical personnel. The project includes the creation of a scientific center without the status of a legal entity, as well as the formation of a scientific council and a local ethics committee.
According to the justification report, the implementation of this project will positively impact medical and demographic indicators, including a reduction in maternal and child mortality.
The adoption of the resolution will not require additional expenditures from the state budget, as the funding for the center's activities will be carried out within the approved allocations for healthcare for the corresponding year.

Chapter 1. General Provisions
1. These Regulations govern the operation of the Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva, functioning under the Ministry of Health of the Kyrgyz Republic (hereinafter referred to as the Center). The Center is a state institution, a third-level research organization providing specialized medical assistance in the fields of obstetrics, gynecology, neonatology, pediatrics, and pediatric surgery, using advanced technologies and highly qualified personnel.
2. The Center has the status of a legal entity, possessing financial and legal independence, separate property, an independent balance sheet, and accounts in financial institutions.
3. The Center carries out civil law transactions, can act in court as a plaintiff or defendant, and has rights and obligations established by the legislation of the Kyrgyz Republic.
4. In its activities, the Center is guided by the Constitution of the Kyrgyz Republic, the laws "On the Protection of Citizens' Health," "On Science," decrees of the President, and resolutions of the Cabinet of Ministers, as well as internal regulations.
5. The founder of the Center is the Cabinet of Ministers of the Kyrgyz Republic.
6. The activities of the Center are subject to certification or accreditation in the manner established by the legislation of the Kyrgyz Republic in the field of healthcare.
7. Location: Kyrgyz Republic, Jalal-Abad region, Suzak district, Barpin rural district, village of Chokmor.
8. Official name of the Center:
- in the state language: "Кыргыз Республикасынын Саламаттык сактоо министрлигине караштуу Алийма Ташиева атындагы Эне жана баланы коргоо борбору";
- in the official language: "Center for the Protection of Motherhood and Childhood named after Aliyma Tashieva under the Ministry of Health of the Kyrgyz Republic."
Abbreviated name:

- in the official language: "u-e «ЦОМиД им. А. Ташиевой».
9. The Center has a branch without the formation of a legal entity, operating on the basis of regulations approved by the Ministry of Health of the Kyrgyz Republic.
The Center is established for an unlimited period.
Chapter 2. Purpose and Tasks of the Center
10. The main purpose of the Center is to provide accessible and quality medical and preventive assistance to the population, as well as to conduct scientific research and innovative activities that contribute to the socio-economic development of the republic.
11. The tasks of the Center:
1) to provide highly qualified medical assistance in the fields of obstetrics, gynecology, pediatrics, neonatology, and pediatric surgery;
2) to implement state policy in the field of healthcare aimed at reducing morbidity and mortality among mothers and children;
3) to provide scientific and practical assistance in creating an effective prevention system;
4) to develop and implement new highly effective methods of diagnosis and treatment;
5) to coordinate innovative technologies in the field of scientific research;
6) to conduct scientific research in the areas of the Center's activities;
7) to utilize the potential of the private sector in scientific activities;
8) to cooperate with state and private partners on modernization projects;
9) to prepare highly qualified scientific personnel.
Chapter 3. Rights and Obligations of the Center
12. The Center has the right to:
1) engage in activities in the fields of obstetrics, gynecology, pediatrics, neonatology, and pediatric surgery;
2) participate in the implementation of state programs in the field of healthcare;
3) obtain information about the health of citizens seeking medical assistance;
4) issue medical documents and certificates in the established manner;
5) create research groups to solve specific tasks;
6) develop and execute a budget;
7) procure necessary medical materials;
8) provide paid services for the development of the Center;
9) conclude agreements with organizations to provide services;
10) make proposals for the creation of subdivisions of the Center;
11) participate in the certification of medical personnel;
12) provide methodological assistance to other institutions;
13) develop connections with scientific organizations;
14) conduct scientific events and publish scientific materials;
15) enhance the qualifications of personnel;
16) ensure the protection of medical confidentiality and compliance with legislation.
13. The Center is obliged to:
1) register in accordance with the legislation;
2) conduct scientific and innovative activities in accordance with the needs of healthcare;
3) respect the rights of other subjects of scientific activity;
4) provide conditions for scientific research;
5) develop competitive products and technologies;
6) register the results of intellectual activities;
7) make proposals to improve state policy in the field of healthcare;
8) cooperate with state bodies and scientific organizations;
9) increase productivity through the adoption of new technologies;
10) maintain the scientific infrastructure in proper condition;
11) seek sources of funding not prohibited by legislation;
12) use state property for its intended purpose;
13) conduct scientific and informational activities;
14) enhance the significance of science in society;
15) prepare analytical materials on issues of the integration of science and education;
16) conduct other activities necessary for the operation of the Center;
17) certify scientific staff at least once every 5 years;
18) provide the population with quality and timely medical assistance;
19) be prepared to work in extreme conditions;
20) comply with sanitary norms and rules.
21) cooperate with related health services;
22) promote a healthy lifestyle;
23) interact with medical educational institutions on practical training issues;
24) comply with the regulations of treasury procedures;
25) maintain accounting records in accordance with legislation;
26) use a single current account for settlements related to medical assistance;
28) submit reports in the established manner;
29) use budgetary funds for their intended purpose;
30) carry out other activities in accordance with the legislation.
Chapter 4. Structure of the Center
14. The structure and staffing schedule of the Center are approved by the director in agreement with the Ministry of Health of the Kyrgyz Republic.
15. To ensure collegial decision-making in scientific activities, a scientific and technical council is established.
Chapter 5. Management of the Center
16. The director manages the Center.
17. The director is appointed and dismissed by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic upon the recommendation of the Minister of Health.
The Minister of Health concludes an employment contract with the director for a term of up to five years.
The director begins their duties after signing the employment contract. One person may hold the position of director for no more than two terms in one scientific organization.
The Chairman of the Cabinet of Ministers has the right to appoint and dismiss the director at their initiative.
The director may be prematurely dismissed from office for reasons provided for by labor legislation.
18. The director of the Center may be a person who meets the following requirements:
1) higher education;
2) possession of a scientific degree;
3) experience in scientific and managerial activities of at least 5 years.
19. The director must know:
1) legislation in the field of healthcare, education, and science;
2) methods of managing an organization;
3) documents for training scientific personnel;
4) basics of labor and financial legislation;
5) achievements in science in the relevant field;
6) experience of foreign scientific organizations;
7) concepts and development plans in the field of science and clinical work.
20. In the absence of the director, their duties are performed by the deputy.
21. The deputy directors are appointed by the director in agreement with the Ministry of Health.
22. The director:
1) is guided by legislation, orders of the Ministry of Health, and internal rules;
2) manages the Center, is responsible for the implementation of its goals and tasks;
3) manages finances, opens accounts in banks, and is responsible for accounting;
4) ensures the safety of property and material values;
5) organizes and controls the work of the Center's subdivisions;
6) hires and dismisses employees, is responsible for their rights;
7) develops the scientific creativity of employees;
8) ensures the protection of medical confidentiality and compliance with legislation;
9) performs other powers necessary for the operation of the Center.
Chapter 6. Scientific and Technical Council of the Center
23. The Scientific and Technical Council is an advisory body of the Center. Council members are elected for 3 years at a general meeting of the staff at the proposal of the director. Decisions are made in the presence of more than half of the employees.
The council may include scientists and specialists not working at the Center, as well as representatives of the Ministry of Health and the Ministry of Science.
24. The council is authorized to make decisions with the presence of at least two-thirds of its members. Decisions are considered adopted if more than half of the members vote in favor.
25. The chairman of the council is the director of the Center.
Chapter 7. Sources of Financing for the Center
26. The main sources of financing for the Center:
1) funds from the republican budget;
2) funds from mandatory health insurance;
3) local budget funds;
4) voluntary contributions from legal entities and individuals;
5) grants and loans from international organizations;
6) funds from the provision of paid services;
7) co-payment funds;
8) science fund of the authorized state body;
9) funds from research and consulting activities;
10) foreign and state investments.
11) other funds not prohibited by legislation.
Unspent funds in the Center's account are carried over to the next budget year.
27. The Center may have property under operational management and lease in accordance with legislation.
28. Control over the activities of the Center is carried out by the Ministry of Health and the Ministry of Science, Education, and Innovations.
Chapter 8. Final Provisions
29. The reorganization and liquidation of the Center are carried out by decision of the Cabinet of Ministers of the Kyrgyz Republic.
30. The documents of the Center are stored in accordance with the Law of the Kyrgyz Republic "On the National Archival Fund."
