The Ministry of Health proposes to expand access to unregistered drugs for all medical institutions

The Ministry of Health has presented for public discussion a draft resolution of the Cabinet of Ministers "On Amendments to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic 'On Approval of the Procedure for Compiling and Criteria for Exclusion and Inclusion of Medicinal Products and Medical Devices in the Special List of Medicinal Products and Medical Devices Temporarily Allowed for Import and Medical Use Without Registration' dated August 23, 2025, No. 522."

The main goal of this document is to provide equal access to the specified medicines and medical devices for all healthcare organizations, regardless of their ownership structure.

According to the current procedure established in August 2025, the possibility of including medicines in the special list is limited only to state healthcare institutions, which excludes access for private and municipal medical organizations.

The justification for the draft emphasizes that citizens' right to medical assistance should not depend on the ownership form of medical institutions. The existence of such restrictions contributes to inequality among patients.

Difficulties arise when a patient begins treatment in one medical organization and completes it in another. This restriction on access to unregistered medicines can disrupt the continuity of therapy, which is especially critical in the treatment of rare diseases or oncology, as noted in the document.

The Ministry of Health refers to Article 43 of the Constitution, which obliges the state to create conditions for medical care for all citizens and to develop both state and private healthcare organizations.
