The main goal of this document is to formalize the status of the center, as well as to define its goals, objectives, functions, structure, and management procedures. This is necessary to improve the accessibility and quality of medical care for women and children.
As stated in the justification for the project, the need for such a center is due to the lack of specialized medical assistance in the Jalal-Abad region and neighboring areas. Currently, most specialized medical institutions are concentrated in Bishkek and Osh, which complicates access to necessary assistance, especially in the context of transportation restrictions and risks of complications in obstetrics, neonatology, and pediatrics.
The center will focus on creating an institution capable of providing specialized medical-diagnostic and preventive care in the following areas:
- obstetrics and gynecology;
- neonatology;
- pediatrics;
- pediatric surgery;
- reproductive medicine and cancer screening;
- ensuring continuity between primary care and inpatient medical assistance.
Additionally, the center will serve as a clinical base for scientific and methodological activities in the field of motherhood and childhood protection, including training programs for medical workers.
The project provides for the establishment of a scientific center without the status of a legal entity, as well as the creation of a scientific council and an ethics committee.
It is worth recalling that in May of last year, the head of state attended the opening of a new maternity ward and children's hospital in the Jalal-Abad region. He reported that the family of Kamchybek Tashiev had sold an oil depot, and the proceeds were directed towards the construction of this medical institution.
The Center for the Protection of Motherhood and Childhood was named after the mother of Kamchybek and Shairbek Tashiev—Aliyma Tashieva, who is a mother-heroine.
