The Housing Committee approved in the second reading a loan and grant from the International Development Association/International Bank for Reconstruction and Development for $31.79 million.

At the meeting of the Committee on International Affairs, Defense, Security, and Migration of the Jogorku Kenesh, held on February 16, 2026, the deputies approved in the second reading the draft law concerning the ratification of the Financing Agreement and the Grant Agreement for the "Phase 1" project under the "One Health" Program for the Kyrgyz Republic.

This project aims to prevent pandemics, strengthen food systems, and protect ecosystem health in Central Asia. The agreement was signed on July 11, 2025, in Bishkek between the Kyrgyz Republic and the International Development Association, as well as the International Bank for Reconstruction and Development, which acts as the administrator of the Trust Fund intended for pandemic prevention and response.

The initiator of this draft law was the Chairman of the Cabinet of Ministers. The Deputy Minister of Water Resources, Agriculture, and Food Processing, Zhanibek Kerimaliev, emphasized that the goal of the law is to improve the health of the population and animals, as well as to protect the environment in the country.

According to Kerimaliev, the "Phase 1" project includes three key components: combating zoonotic infections, preventing antimicrobial resistance, and ensuring food safety.

For the implementation of the "Phase 1" project, the Financing Agreement provides for the allocation of 30 million dollars in the form of loan funds, as well as 1.79 million dollars under the Grant Agreement. The loan will be provided for a term of 50 years with a ten-year grace period and an interest rate of 0%.
