This Agreement, signed on October 10, 2025, in Dushanbe, complies with the norms of the Constitution and legislation of the Kyrgyz Republic and does not violate the international obligations that Kyrgyzstan has undertaken.
The draft Agreement was approved by the President of the Kyrgyz Republic on April 10, 2025, by decree No. 119.
The implementation of the Agreement is aimed at creating an effective system of interaction between the competent authorities of the CIS countries, which will improve the exchange of operational information and conduct joint actions to combat crime related to the illegal turnover of controlled items. This includes narcotic substances, weapons, as well as cultural, historical, and artistic values, and other goods subject to restrictions.
The confirmation of the Agreement will ensure the development of new forms of cooperation between the competent authorities of the CIS and significantly increase the effectiveness of international control over the movement of goods and substances that are subject to restrictions, which in turn will strengthen regional security.
Since the draft Agreement does not contain restrictions on making reservations, there is no need to coordinate it with the relevant committees of the Jogorku Kenesh, and this procedure has not been conducted.
The adoption of the law on the ratification of the aforementioned Agreement will not lead to negative financial and economic consequences and will not require additional costs from the republican budget.
