The Cabinet approved the rules for accounting children of school and pre-school age

The Cabinet of Ministers approved a new instruction for accounting children of school and pre-school age on February 17, 2026, according to Resolution No. 108.

This instruction establishes the procedure for accounting children aged 5 to 16 who are required to receive general education. It also describes how local government administrations and executive bodies of local self-government should interact with educational institutions of general education and initial vocational education, as well as with territorial bodies for the protection of children's rights and education management during the accounting process.

The accounting of school-age children will be conducted at the level of rural districts, cities, and other settlements, as well as within administrative regions.

All children aged 5 to 16 residing within the districts, cities, or other settlements must be accounted for. This applies to both those who are studying in educational institutions of general and initial vocational education, regardless of their ownership form, and children who have not completed basic general education.

This decision has been made to ensure and protect the rights and freedoms of children studying in state and municipal educational institutions, including preschool, general, and additional education.

The resolution will come into force 10 days after its official publication.
