In the Russian Federation, there are plans to expand the grounds for terminating employment contracts with foreign workers. These changes to labor legislation will come into effect on March 1, 2026, according to sources in the media.

According to the new rules, employers will have the opportunity to legally dismiss migrants not only in the case of federal restrictions but also as a result of decisions made at the regional level. This pertains to the prohibition of using foreign labor in certain industries.

Previously, similar restrictions were in place, for example, in the Moscow region, Krasnodar Krai, as well as in Novgorod and Nizhny Novgorod regions, where regional acts prohibited the employment of foreign citizens working under a patent in certain sectors.

Employers faced the risk of fines of up to 1 million rubles or suspension of activities for non-compliance with these regulations, and the dismissal of foreign employees could be deemed illegal. The new amendments address these shortcomings by granting employers the right to terminate employment contracts in such situations.
