Ministry of Health of the Kyrgyz Republic proposed to raise prices on chips and sweet drinks

The agency aims to reduce the consumption of these products, especially among children.


The Ministry of Health of the Kyrgyz Republic has proposed an increase in excise taxes on chips, snacks, and sweet drinks, targeting a reduction in their consumption by children. This initiative has been presented for public discussion involving citizens and international organizations.

As part of the new strategy, it is proposed to change the current approach, which applies a single excise tax of 3 soms on sugar-containing beverages. Instead, a differentiated tax system is planned, depending on the sugar content:

- up to 5 grams of sugar per 100 milliliters — 5 soms per liter;
- 5–8 grams — 7 soms per liter;
- 8–11 grams — 9 soms per liter;
- more than 11 grams — 11 soms per liter.

This approach, according to the agency, should encourage manufacturers to reduce the sugar levels in their products and promote healthier habits among consumers.

Additionally, it is proposed to establish a fixed excise tax on energy drinks at 20 soms per liter, considering their high sugar and caffeine content, which can negatively affect the health of adolescents.

Similar measures are proposed for products high in salt, such as chips and snacks.
