Sadyr Japarov named the incentive for deputies in the digitalization of the Jogorku Kenesh

At the meeting of the Jogorku Kenesh on March 11, President Sadyr Japarov emphasized the need to transition to electronic document management.

He reported that in 2024, 18 tons of paper were purchased for the needs of the parliament, in 2025 - 10 tons, and in 2026 - 9 tons.

“Over the past five years, 65 tons of paper have been used, most of which is imported. We need to abandon imports,” the president noted, adding that printing documents incurs costs for ink, electricity, and salaries for secretaries.

Japarov also mentioned that Speaker Marlen Mamataliyev expressed the intention to transition the Jogorku Kenesh to the use of tablets and laptops.

“The Speaker is familiar with office equipment, so I am confident that this process will go quickly. Forget about paper and pens — that’s already in the past. If someone doesn’t know how to work with technology, they should learn or involve specialists. Even bears can be taught to ride a bicycle,” he added.

“Three years ago, we transitioned the cabinet of ministers to e-government, which allowed us to save billions of soms. I urge you to save as well. These saved funds can be directed to increase your budgets. We have already transitioned salary payments to electronic wallets, and despite the protests of some deputies, they have gotten used to it,” Japarov concluded.
