Deputy of the Jogorku Kenesh Kubanychbek Samakov has initiated a bill that proposes granting local authorities expanded powers to restrict the holding of rallies. This legislative initiative has already been submitted for public discussion.

The main goal of the proposed changes is to ensure the safety of citizens, maintain public order, and protect people's rights, as stated in the accompanying note to the project.

According to the new proposals, local authorities will be granted the right to establish special zones for rallies and determine the routes of processions.

Under current legislation, citizens can hold gatherings at any location, and government bodies are not entitled to restrict the time and place of their conduct.

In Samakov's opinion, it is necessary to revise the existing norms. He referred to statistics from the Ministry of Internal Affairs, which indicate that from 2020 to 2023, there were 3,740 rallies and gatherings in Kyrgyzstan, which at times required police intervention to maintain order. Many of these events violated sanitary norms, obstructed pedestrian and vehicle traffic, restricted access to housing and social facilities, and caused damage to property and green spaces.

As an example, the deputy cited the practices of other countries where similar restrictions are in place, including Lithuania, Russia, and European Union member states.
