According to him, the main idea is to allow city services to perform their tasks at night without interfering with other road users during the day, thereby avoiding traffic jams.
“When I asked why they prefer to work during the day instead of at night, I was told that the rate is higher at night. If an employee works both day and night, they are entitled to double pay. I am not against this, but the point is to create separate night shifts so that they can work during hours when there are the least disturbances. There is a category of people who want to work specifically at night, and they wish to receive the same pay as those who work during the day. Currently, this is not possible, as the budget does not provide for such expenses, and the law states that double billing applies,” the deputy explained.
Marlen Mamataliev suggested that the relevant agency study the existing legislation and make the necessary changes to enable night work for those who wish, allowing them to rest during the day.
The parliamentarian believes that this approach is particularly beneficial for road services, which will be able to repair city streets more effectively and efficiently, as they will not be disturbed by other vehicles at night.
