Authorities propose to introduce a moratorium on business inspections until the end of 2026

A draft presidential decree has been presented for public consideration, which proposes the introduction of a temporary moratorium on business inspections. This step is aimed at reducing administrative pressure on entrepreneurs and supporting economic activity.

The document emphasizes that many business owners continue to report excessive and redundant inspections by law enforcement agencies, tax authorities, and other government institutions, as well as local authorities.

The government noted that there are instances of abuse of power and unjustified raids, which negatively affect the business environment and investment climate.

The draft decree proposes to establish a moratorium on conducting any business inspections until December 31, 2026.

Exceptions include inspections carried out within the framework of criminal and civil proceedings, as well as those initiated by entrepreneurs' appeals, requests from foreign government bodies, complaints from citizens, and media publications containing specific information about violations. Furthermore, the actions of the Tax and Customs Services are also not covered by the moratorium.

During the moratorium, regulatory authorities will only be able to conduct monitoring and provide consultations, without the right to impose fines or initiate inspections on their own initiative.

Entrepreneurs are required to provide the necessary information as part of the advisory work; however, this data cannot be used for inspections until the moratorium is over.
