The Bailiff Service commented on the incident between citizens in Osh

The Enforcement Service under the General Prosecutor's Office provided a comment regarding the conflict between citizens in Osh, which can be read here.

According to the agency, the incident occurred within the framework of enforcement proceedings initiated based on a court order from the Kara-Suu District Court dated February 28, 2020. The court order concerned the collection of alimony from citizen S.E.A. in favor of I.A.A. To verify the debt, which currently amounts to 51,737 soms, both parties arrived at the Osh city department.

During the verification of the debt, no unlawful actions or conflict situations were recorded, and after the process was completed, the parties parted ways. The events that became the subject of the investigation occurred outside the department and were not related to the actions of the Enforcement Service staff.

However, on February 11, 2026, law enforcement agencies initiated a criminal case regarding the use of physical violence, classified under Article 131, Part 2, Clause 3 of the Criminal Code ("Causing less serious harm to health"). A forensic medical examination established that the victim had sustained harm classified as "less serious." A copy of the ruling to initiate the case was sent to the prosecutor of the city of Osh and was taken under the prosecutor's control for further oversight.

I.A., born in 1993 and a resident of the city of Osh, shared her story about how on February 11 she turned to the enforcement officers regarding alimony from her ex-husband. "My husband and I lived together for 12 years, but due to domestic violence, we separated 3.5 years ago. We have three daughters, and he stopped showing interest in their lives. When I came with the question about alimony, he stated that he was renouncing the daughters. I suggested he formalize the renunciation with a notary, and we went outside. At that moment, he came with a friend who said, 'Let's talk outside; he won't renounce the children,' and started to pull me away.

On the way to the stairs, my ex-husband kicked me hard from behind, and I fell. Then he approached and began to beat me, but other women intervened and saved me. After that, I went to the hospital, where it was determined that I had a broken coccyx and a back injury. If the tests are fine, I will need surgery. This is not the first incident: he often beat me, and that is why we divorced. I had not contacted the police before, but after this incident, I filed a report. However, I feel that the police let him go without detaining him. I am afraid for my safety," I.A. shared.

The press service of the Osh City Department of Internal Affairs reported that a protection order was issued to the victim.

According to the police, on February 11 at 18:10, information was received from a doctor at the Osh City Hospital that I.A., born in 1993, sought medical assistance for injuries sustained on Kasymbekov Street.

The fact was registered as a case of domestic violence, and an investigation was initiated. In her testimony, the victim indicated the use of violence by her ex-husband. A protection order was issued to her, and a forensic medical examination was appointed to determine the severity of the injuries.

Police officers detained I.A.'s ex-husband, S.E., born in 1991, for questioning at the Ak-Buura Police Department of the Osh City Department of Internal Affairs.

Currently, the conclusion of the examination is awaited, the results of which will determine the further procedural actions of the investigation.
