The court issued a verdict against the vice president of the Chamber of Commerce and Industry in a criminal case regarding the purchase of a residential house. He was previously detained by the GKNB.

The Talas City Court has sentenced the vice president of the Chamber of Commerce and Industry of Kyrgyzstan to a fine of 100,000 soms for abuse of power by officials of commercial or other organizations. The verdict was announced on December 16, 2025.

The State Committee for National Security reported on November 5 the detention in Talas of the vice president of the Chamber of Commerce and Industry N.N.E., the head of the department of the State Agency for Physical Culture and Sports B.Z.B., and the former deputy governor of the Talas region.

According to the press service of the agency, during the ongoing work in the Talas region, it was established that officials of the State Agency for Physical Culture and Sports had concluded a deliberately disadvantageous contract, as stated in the report.

Thus, for the organization of the "I am a Champion" sports games in the Talas region in the summer of 2026, the Talas region's Department of Physical Culture and Sports was allocated funds amounting to 17 million 500 thousand soms. However, the responsible officials of the State Agency for Physical Culture and Sports used the majority of these funds, amounting to 12 million soms, to purchase a residential house for subsequent use as the administrative building of the regional Department of Physical Culture and Sports.

Moreover, the valuation of the aforementioned residential house, with the assistance of the vice president of the Chamber of Commerce and Industry N.N.E., was deliberately made at an inflated price of 12 million 343 thousand soms.

According to an independent assessment, the average market value of the specified residential house is 7 million soms. As a result, the interests of the state suffered particularly large damage amounting to over 4 million soms.

In connection with this fact, the vice president of the Chamber of Commerce and Industry N.N.E., the head of the department of the State Agency for Physical Culture and Sports B.Z.B., and the former deputy governor of the Talas region B.N.A. were detained and placed in the temporary detention facility of the Talas city police.

The Chamber of Commerce and Industry reported that N.N. holds the position of head of the department for working with Chamber members at the rank of vice president. Additionally, the Chamber stated that the detention of N.N. is not related to his activities in the Chamber of Commerce and Industry and does not pertain to the work of the Chamber and its divisions.

According to the case materials published in the State Register of Judicial Acts, Nurbek [name changed A.N.N.] was appointed vice president of the Chamber by the order of the president of the Chamber of Commerce and Industry T.A.S. dated March 6, 2024, No. 19, and, acting intentionally against the interests of the service in commercial and other organizations, engaged in criminal activity under the following circumstances.

Investigative authorities established that in accordance with the resolution of the Cabinet of Ministers dated November 13, 2024, No. 681 "On Amendments to the Resolution of the Cabinet of Ministers dated June 10, 2022, No. 312 'On Approval of the Procedure for the Certification of Appraisers in the Kyrgyz Republic,'" the Chamber of Commerce and Industry was granted certain powers in the field of appraiser certification.

Nurbek, according to the investigation, while holding the position of vice president of the Chamber of Commerce and Industry and being aware of the powers granted to the Chamber, assisted N.B. due to family ties under the following circumstances.

According to the order of the State Agency for Physical Culture and Sports under the Cabinet of Ministers dated March 10, 2025, for the organization of the "I am a Champion" sports games in May-June 2026, the Department of Physical Culture and Sports was allocated 17 million 500 thousand soms. Due to the regional branch of the sports agency lacking its own premises, a decision was made to purchase an administrative building.

During the search and purchase process of the building, the head of the department for the development of physical culture, infrastructure, and mass sports in the regions B.Z.B. entered into a criminal conspiracy with N.B. [who served as the deputy head of the state administration of the Talas region in 2010] to purchase a house belonging to N.B. located in the city of Talas at an inflated price of 12 million soms.

The investigation believes that to fulfill his criminal role, B.Z.B., without considering other suitable properties and without conducting an appraisal, received written consent from N.B. for the sale of the specified house for 12 million soms (on April 30, 2025) through an employee of the regional branch of the state agency to conceal the traces of the crime.

To legitimize further actions, B.Z.B. and N.B., according to the investigative authorities, agreed to ensure that the appraisal was conducted at the previously agreed price of 12 million soms. For this purpose, B.Z.B. invited appraiser A.B. through employees of the regional branch of the sports agency and organized a meeting between him and N.B. The latter, fulfilling his role, demanded that appraiser A.B. set the value of the house above 12 million soms. However, A.B. refused to unjustifiably inflate the price and ceased providing appraisal services.

After that, N.B., pursuing criminal interests, turned to another appraiser — K.T., who on June 15, 2025, determined the value of the house at 16 million 520 thousand soms.

However, according to the investigation, the State Agency for Management of State Property under the Cabinet of Ministers did not accept this appraisal because it was prepared by an appraiser without a qualification certificate. Due to the lack of a proper appraisal, the authorized body did not grant permission for N.B. to purchase the house.

In this regard, the former deputy governor N.B. turned to his relative — vice president of the Chamber of Commerce and Industry Nurbek, requesting assistance in obtaining a report from an appraiser with a valid certificate, while the value of the house was to be assessed at no less than 12 million soms.

Nurbek, knowing that by the resolution of the Cabinet of Ministers dated November 13, 2024, No. 681, the Chamber of Commerce and Industry was granted certain powers in the field of appraiser certification, and acting due to family ties with the former deputy governor of the Talas region, abused his official position: promising appraiser A.B. assistance in extending the validity of his certificate, on July 18, 2025, he organized the preparation of an appraisal report in which the market value of the house was determined to be 12 million 343 thousand soms.

Based on this illegal appraisal, B.Z.B. prepared the necessary documents, obtained approvals from state bodies, and submitted them to the authorized body.

According to the order of the State Agency for Management of State Property under the Cabinet of Ministers, permission was granted to purchase the house for 12 million soms at the expense of the republican budget. The purchase agreement was concluded on September 18, 2025, between the owner of the house N.B. and the head of the sports agency B.B. (acting by proxy), and the property was acquired for 12 million soms.

At the same time, according to the report of the independent appraisal organization LLC "Express-Appraisal" dated October 21, 2025, the market value of the specified house was 7 million 792 thousand 600 soms. Thus, the investigation believes that Nurbek, abusing his powers in the interests of his relative N.B., caused damage to the republican budget amounting to 4 million 207 thousand 400 soms.

The case materials state that on November 20, 2025, Nurbek fully compensated the damage caused to the republican budget.

At the same time, Nurbek was charged with committing a crime under part 2 of Article 245 ("Abuse of power by officials of commercial or other organizations") of the Criminal Code.

During the pre-trial proceedings, the accused fully admitted his guilt and entered into a procedural agreement on the admission of guilt. Thus, on December 3, 2025, a procedural agreement on the admission of guilt was signed between the senior prosecutor of the prosecutor's office B.K. and the accused.

The agreement was concluded with the participation of the senior investigator of the State Committee for National Security, the accused N.N., and his defender M.K. By the ruling of the investigative judge of the Talas City Court dated December 3, 2025, the specified agreement was approved.

In the court session, after explaining the essence of the agreement, the accused confirmed that he fully admits his guilt, supports the concluded agreement, understands its essence, nature, and consequences, and signed it voluntarily after consulting with his defender. He also stated that he does not object to the charges brought against him and the evidence in the case, requested that the case be considered without judicial proceedings, and asked for the minimum punishment within the framework of the plea agreement.

The defender supported the agreement and requested that the punishment provided for in it be imposed. The state prosecutor also supported the agreement and noted that its conditions had been fully met, requesting that a penalty in the form of a fine of 1,000 calculated indicators [100,000 soms] be imposed.

Having reviewed the case materials, the Talas City Court ruled on December 16, 2025, that Nurbek is guilty under part 2 of Article 245 of the Criminal Code. Based on Article 79 of the Criminal Code, he was sentenced to a fine of 1,000 (one thousand) calculated indicators, that is, 100,000 soms.

The measure of restraint in the form of house arrest applied to Nurbek was changed to a written undertaking not to leave and proper behavior and is subject to cancellation after the verdict enters into legal force.

The party disagreeing with the verdict has the right to file an appeal or an appellate representation to the Talas Regional Court through the Talas City Court within 30 days from the date of its announcement. The verdict is not subject to appeal on the grounds of incomplete examination of the case materials in court.
