Driver of a private school in Osh suspected of lewd acts against a seven-year-old student — her mother made a statement

At a press conference held on January 7 at AKIpress-Osh, citizen Mukhabat Kadyrova spoke about how her seven-year-old daughter became a victim of sexual harassment by a driver who transports students from one of the private schools in the city of Osh.

According to Kadyrova, recently her daughter became very scared to go to school. During the holidays, she shared her sad story with her mother. “I am appealing to President Sadyr Nurgoyevich Japarov and the Chairman of the State Committee for National Security Kamchybek Tashiev for help. My daughter studies at a private school in Osh. The driver who transports the children has started to harass her. She always got out last, and he took advantage of that: he offered her a drink from a small bottle, after which she fell asleep. Then he took her to a secluded place, touched her, and kissed her. When she said she didn’t want that, he threatened her. After such incidents, she came home in tears, woke up at night from fear, and said every day that she didn’t want to go to school. When I asked, ‘Why?’ she replied that she had quarreled with her classmates. I found out about this during the holidays when she asked, ‘Mom, can I go to school or not?’ I replied that we were on holiday now. She said, ‘Then he won’t be able to harass me.’ When I asked who exactly, she replied, ‘The school driver. Every day, when all the other children get out, he gives me juice. I fall asleep, and he takes me to a secluded place and touches me there.’

These actions occurred regularly. My brothers and I took the driver to the police, but no measures were taken there. He is free and continues to work with a lawyer. If he remains free, what will happen to the daughters of other mothers? He works in public transport, and if he is fired, he will find another job. I am afraid for my two other daughters. Therefore, I am asking for your help, dear President and esteemed Kamchybek Kydyrshaevich,” Kadyrova stated.

She also noted that the results of the examination are not yet ready, and the police have not conducted the necessary investigative actions. “The police did not provide proper assistance. My daughter was not provided with a psychologist. She was repeatedly summoned for questioning, and her mental state has worsened: she cannot sleep peacefully, is afraid of men, even doctors,” added the resident of Osh.

The school director, Rustam Salimov, commented on the situation, stating that the staff is interested in a fair investigation of the incident. “I was on a business trip abroad, and on January 4, the administrator informed me about the incident by phone. As a staff, we are interested in having the case investigated fairly — this contradicts our moral principles. As for the driver, he works on a contract basis and is not part of our staff. He has worked with us for about a year, and there have been no previous complaints about his behavior. We categorically condemn such actions and currently cannot establish contact with him,” he noted.

The press service of the Osh City Police Department reported that at the moment, two statements have been received regarding this case, and both are under review by the investigative service. The first statement was received on January 3 from a resident of the Kara-Suu district, born in 1990. In it, she reported that the driver of one of the private schools in Osh, born in 1978, had committed “sexual acts of an immoral nature” against her daughter, born in 2018. A criminal case has been registered under Article 158 (“Immoral Acts”) of the Criminal Code, and necessary examinations have been appointed. No bodily injuries were detected during the initial examination. The affected girl, in the presence of a legal representative, was unable to give testimony several times. Investigative actions are ongoing to establish all circumstances, and a final assessment will be given after the examination results are received, which are still not ready.

The second statement was also received on January 3 from the driver himself, who claims that he was illegally detained by residents of the Kara-Suu district, beaten, and forced to confess to immoral actions against the seven-year-old girl. A criminal case has been initiated under Article 169 (“Illegal Deprivation of Liberty”) of the Criminal Code, and the investigation is ongoing. The statements were filed four days ago, and the investigation continues. Additional information will be provided as the investigation concludes.
