Reorganization of the Ministry of Education

This year, the Ministry of Education and Science was divided into two separate agencies: the Ministry of Education and the Ministry of Science, Higher Education, and Innovation.

Introduction of 12-Year Education

A key change in 2025 was the transition to a 12-year model of general education. Six-year-old children went to the first grade for the first time, while seven-year-olds immediately found themselves in the second grade. This led to a situation of double enrollments, and many schools became overloaded.

The Ministry of Education assures that such situations will be excluded in the future.

New Standards in Education

In May 2025, the government approved new state educational standards aimed at meeting modern requirements: developing skills, critical thinking, and practical application of knowledge. However, teachers note that there have not yet been significant changes in the learning process.

Schools in Residential Complexes

Due to significant overcrowding in schools in Bishkek, the city administration is looking for new premises for students. Previously, classes were held in corridors and assembly halls, but now education takes place in high-rise buildings. For example, students of school No. 40 are studying in classrooms organized on the first floors of a residential complex on Malikova Street. Authorities plan to continue this practice.

Abolition of Lyceums and Gymnasiums

This year has been a time of significant changes for capital schools, driven by new legislative initiatives from the Ministry of Education. According to the new law, all institutions received a unified status and must follow common rules. As a result, a mass re-registration of schools began, during which lyceums and gymnasiums became ordinary general educational institutions.

However, later Minister Dogdurkul Kendirbaeva announced plans to restore special status for specialized schools, which will be transferred under the control of the relevant agencies. For example, school No. 13 will be managed by the Ministry of Foreign Affairs, while school No. 61, which is going through tough times, will regain special status and come under the patronage of the Ministry of Energy.

New Educational Materials

In 2025, 744 million soms were allocated for the publication of textbooks. New textbooks were released:

The director of the publishing house "Okuu kitibi," Tologen Amatov, stated that by 2030, the problem of textbook shortages is expected to be resolved. Currently, the level of provision with educational materials is about 71%.

Electronic Journals Instead of Traditional Ones

This year, schools switched to electronic journals and diaries. The national platform "Kundoluk" became the main one, providing access to grades, schedules, and school news for students and parents.

However, the transition to the electronic system was not without difficulties. At the start of the year, the platform experienced failures, which prevented teachers from timely entering grades. Educators note that they have to duplicate records, entering grades in both electronic and paper journals, in case the system fails.

Holidays in a New Format

This year, school holidays were organized differently. The holiday schedule now aligns with the Labor Code, which provides for long weekends in January and May for the working population.

This led to a significant imbalance in the academic workload. While five-day holidays after the first quarter could still be considered acceptable, after the third, the most challenging quarter, students are given only one day of rest, creating serious challenges for the nervous system of teachers, students, and their parents.

Consolidation of Educational Institutions

The process of merging schools in Bishkek began last year when schools No. 70 and No. 28 were combined. In 2025, schools No. 37 and No. 14 were also merged. This process was accompanied by protests from parents, students, and educators. Nevertheless, the city administration plans to continue this practice.

In Osh, similar processes have also begun, where school mergers are taking place right in the middle of the academic year.

Teacher Workload

The year 2025 has become a real test for teachers, who faced new programs and digital platforms, requiring a restructuring of the educational process. Despite the Ministry of Education's statements that digitalization eases teachers' workloads, the educators themselves report the opposite.

According to them, the new electronic journals and reports have only increased the volume of work and blurred the boundaries between personal and working time. By mid-year, many teachers reported burnout and fatigue but continued to fulfill their duties. Their pessimism was compounded by statements from Edil Baysalov, who spoke about the need to dismiss "ineffective teachers" and replace them with "new personnel."
