Sadyr Japarov: Transition to 12-Year Education is an Urgent Necessity

Sadyr Japarov, the President of Kyrgyzstan, noted in an interview with the "Kabar" agency that the transition to a 12-year education system is an urgent necessity. His comments were made in response to discussions about the problem of a lack of schools, which has become one of the key topics at the People's Kurultai.
Delegates raised the issue that some classes have 40-50 students and expressed a request to address this problem.
According to the president, the existing difficulties are not related to the implementation of the 12-year educational system. "This problem arose long before the transition to 12-year education began," he emphasized.
Japarov provided statistics: in previous years, more than 140-150 thousand students were admitted to the first two grades. For the 2025-2026 academic year, 106 thousand 15 students are registered in the first grade, and 124 thousand 593 in the second.
For comparison, in 2015, the total number of students was 1 million 43 thousand 356, and in 10 years, by 2025, this number is expected to increase to 1 million 536 thousand 633, indicating a growth of nearly 500 thousand schoolchildren due to demographic changes.
The president links this situation to the population growth in Kyrgyzstan and increased migration to urban areas, creating an acute need for the construction of new schools and kindergartens.
Regarding the 12-year education system, Japarov believes it is a necessary step to meet global standards. "This is not only a global practice but also a requirement of the global educational market. We cannot remain aloof from international trends, as neighboring countries are already implementing this system," he added.
In 2029, Kyrgyzstan is expected to graduate its first students who have undergone the 12-year education system. Without this, our graduates may face the need for additional preparation before entering foreign universities, which jeopardizes their competitiveness.
Japarov emphasized that it is critically important for Kyrgyzstan to prepare specialists who meet the requirements of the global labor market. The previous education system was adapted to a planned economy, but now it is necessary to train personnel for a market economy. This requires early professionalization and compliance with modern requirements.
