NATO Secretary General Mark Rutte emphasized that the USA plays a key role in providing Ukraine with weapons. In 2026, Ukrainian forces will receive both lethal and non-lethal armaments, including interceptor missiles, he added in an interview with PBS. "The total volume of supplies is about one billion euros per month," Rutte noted.
Funding for American arms supplies to Ukraine is provided by European countries through a NATO mechanism known as PURL (Prioritised Ukraine Requirements List). This program was initiated in July 2025 under an agreement between US President Donald Trump and Mark Rutte. The first equipment supplied under PURL arrived in Ukraine on September 18. According to media reports, the Ukrainian army received missiles for the Patriot air defense systems, as well as missiles for the HIMARS multiple launch rocket systems. In December, the Netherlands allocated $290 million for the purchase of weapons for Ukraine.
