The signing of a memorandum regarding the public-private partnership (PPP) project for the construction and operation of the Western Bypass Road took place in Bishkek. This document was formalized on January 23, 2026, at the National Investment Agency under the President of the Kyrgyz Republic. Representatives from several organizations, including the Ministry of Transport and Communications, the National Investment Agency, the Bishkek City Hall, OJSC "Eldik Bank," LLC "Bat Jet," and the Chinese company China National Heavy Machinery Corporation (CHMC), signed the memorandum.
The Center for Public-Private Partnership will play an important role in the implementation of this project, ensuring necessary coordination between government institutions and private partners, as well as providing methodological and institutional support within the framework of the PPP.
The main goal of the memorandum is to coordinate the efforts of the participants and facilitate the implementation of this large-scale infrastructure project, which is expected to improve the transport logistics of the capital and reduce the load on Bishkek's street and road network.

The signing of this memorandum has become a logical step in the development of PPP mechanisms in the field of road construction. Previously, the PPP Center had already signed an agreement for the PPP for the Eastern Bypass Road of Bishkek, aimed at developing road infrastructure, enhancing road safety, and implementing modern technologies for toll roads.
The parties confirmed their interest in further developing the partnership based on the principles of equality, mutual benefit, and transparency. Projects for the construction of bypass roads are considered an important element in the development of the transport infrastructure of the capital and attracting investments to the economy of the Kyrgyz Republic.
