New PPP agreements increased the influx of investments into the economy of the Kyrgyz Republic


By 2025, the project portfolio of the PPP Center includes more than 90 initiatives, with total declared private investments exceeding 434 billion soms. Currently, 65 of these projects are already in the implementation process. Over the past year, 14 new agreements have been signed, allowing for the attraction of over 3.9 billion dollars into the economy of the Kyrgyz Republic. This information was provided by the National Investment Agency under the President of the country.

Among the most significant investment projects being implemented this year are the construction of an alternative paid tunnel, Kelechek, through the Too-Ashuu pass on the Bishkek–Osh highway, the Trans-Eurasian route, the eastern bypass road of the capital, as well as a trade and logistics center in Kara-Suu. The PPP Center emphasizes that these projects create a foundation for enhancing the country's transit and logistics potential.

In 2025, several social facilities were put into operation, including the Bulak sports and wellness complex in Osh, the U Nexus Hub innovation center at the International University of the Kyrgyz Republic, and an MRI center based at the interregional clinical hospital.

From October 23 to 24, the IV International PPP Conference took place in Bishkek under the slogan "State and Business: Synergy for Strong Partnership." The event was attended by Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers, Ravshanbek Sabirov, the head of the National Investment Agency, Nurlan Akmatov, the director of the Eurasian Development Bank's representative office in the Kyrgyz Republic, as well as representatives from international and business circles. Participants discussed ways to develop partnership mechanisms and attract investments.

In 2025, the PPP Center, in collaboration with the EDB and the Kyrgyz-Russian Slavic University, implemented educational programs for training specialists. Trainings were organized for civil servants, and a curriculum was introduced that meets international PPP standards. Additionally, a PPP Academy was established with a multimedia classroom focused on specialized training.

Significant contributions to the development of the sector were made by changes to the PPP law, which introduced a simplified procedure for launching small projects and allowed for the provision of municipal land and property without bidding at a preferential rental rate. According to the PPP Center, such measures have contributed to increasing the transparency of procedures and the investment attractiveness of the sector.
