The budget of the city of Kara-Kul for 2026 has been approved — how the money will be spent

At the XIV session of the IX convocation, the deputies of the city council of Kara-Kul officially adopted the budget for 2026. The session took place on February 24, 2026.

As part of the meeting, the key financial document was approved, and forecast indicators for the planning period of 2027–2028 were determined.

According to the adopted decision, the total budget will amount to 268 million 734.1 thousand soms, which is 2 million soms more than originally planned in the republican budget. This became possible due to an increase in the plans for collecting funds from the rental of municipal lands.

The document emphasizes financial discipline and social security. In 2026, funding will be carried out in strict order of priority: first and foremost, funds will go to "protected items" — salaries, mandatory contributions to the Social Fund, food and benefits, as well as payment for utilities.

It is important to note that budgetary institutions are prohibited from reallocating more than 5% of their annual budget without the mayor's permission, and any changes in expenditure items must be agreed upon at a personal level.

The budget also includes mechanisms for emergency response: a reserve fund of the mayor's office in the amount of 2.7 million soms and an "inalienable reserve" of 300 thousand soms for addressing the consequences of emergencies have been created.

The leadership of the mayor's office, as well as the city finance department and the tax service, bear full responsibility for the execution of the revenue part of the budget and the targeted use of funds. Oversight of the transparency of expenditures and budget execution will be carried out by the relevant commission of the city council.

In addition, the deputies supported the extension of the city council resolution No. 187/39-8 dated September 5, 2024, regarding the establishment of additional allowances for technical and support staff of local government bodies for 2025–2026.

The issue of repealing resolution No. 69/10-9 dated September 9, 2025, concerning the consent of the State Mortgage Company for the construction of a social multi-storey building on a plot of 1.37 hectares on Seraya Street was also discussed. A corresponding decision was made on this matter.

At the conclusion of the meeting, the deputies reviewed and approved the City Development Program for 2026–2030.
