According to the new rules, which will take effect in the EAEU countries on January 22, the changes pertain to the procedure for determining the country of origin of certain goods for state procurement and will apply to relationships that arise from January 1, 2026.
These changes were approved by the EEC Council on November 19, 2025, and are aimed at adjusting the rules concerning certain pharmaceutical and medical products for state procurement.
As a result of these changes, 56 product names will be added to the Eurasian Register of Industrial Goods.
In particular:
- 31 products, including synthetic fibers, needles, prostheses, urine collectors, ultrasound scanning devices, medicines, and pharmaceutical substances, will be included under certain production and technological process conditions.
- 25 products, including medical masks, bandages, syringes, surgical materials, hearing aids, and fire extinguishers, will be registered based on the certificate of form ST-1.
The Eurasian Register of Industrial Goods was created to ensure access to state procurement in EAEU countries, where preferences, restrictions, and prohibitions on goods from other member states and third countries are established.
