The Housing Committee approved the WTO protocol on fisheries subsidies in the second reading.

- At the meeting of the Committee on International Affairs, Defense, Security, and Migration of the Jogorku Kenesh on February 16, 2026, the deputies reviewed and adopted in the second reading the draft law "On the Ratification of the Protocol Amending the Marrakech Agreement Establishing the World Trade Organization (Agreement on Fisheries Subsidies), adopted at the Twelfth Session of the Ministerial Conference of the World Trade Organization on June 17, 2022, in the city of Geneva."

This agreement aims to eliminate subsidies that contribute to illegal, unreported, and unregulated fishing, as well as to promote the sustainable use of marine biological resources.

The protocol, which was adopted at the 12th Ministerial Conference of the WTO in Geneva in June 2022, became the first multilateral WTO agreement dedicated exclusively to issues of fisheries and environmental protection.

It introduces a ban on subsidies for illegal, unreported, and unregulated fishing, as well as on support for overfishing in unregulated waters and in areas with depleted stocks.

In addition, the agreement includes special provisions for developing countries, which foresee transitional periods and technical assistance.
