The Jogorku Kenesh adopted the WTO protocol on fisheries subsidies in the first reading.

At the plenary session of the Jogorku Kenesh held on January 29, 2026, the deputies adopted the bill "On the Ratification of the Protocol Amending the Marrakech Agreement Establishing the World Trade Organization," concerning subsidies in the fishing sector. This document was approved at the Twelfth Session of the Ministerial Conference of the World Trade Organization, which took place in Geneva on June 17, 2022.

The goal of the fishing subsidies agreement is to eliminate subsidies that contribute to illegal, unreported, and unregulated fishing, as well as to support the sustainable use of marine biological resources.

The adopted protocol became the first multilateral WTO agreement focusing on issues related to fishing and environmental protection. It introduces a ban on subsidies for illegal and unregulated fishing, as well as support for fishing in regions with depleted stocks and in unregulated areas.

Additionally, the agreement includes special provisions for developing countries, offering transition periods and technical assistance to help them adapt to the new requirements.
