The deadline for withdrawing from heating supply subsidies in Kyrgyzstan has been extended to 2033.

- The deadlines for the reform in the field of heat supply have been updated. According to the presidential decree dated February 11, 2026, No. 39, amendments have been made to the decree "On Certain Issues of the Fuel and Energy Complex" dated April 3, 2024, No. 89.

The key change is related to the extension of the deadline for the cessation of subsidies for heat supply companies.

If the initial version of the document planned to complete the subsidization by 2028, this deadline has now been extended to 2033.

The text of the decree notes that the changes are aimed at maintaining social stability and protecting the interests of consumers of thermal energy, as well as ensuring more effective management of heat supply enterprises.

The reform involves extensive municipalization of the heat supply system. In particular, the state enterprise "Kyrgyzteploenergo" will be reorganized with the transfer of heat supply facilities to local authorities. A similar transfer is expected for the heat and power plants and heating networks in Bishkek and Osh, which will be transformed into municipal enterprises.

The decree comes into effect upon official publication.

DECREE OF THE PRESIDENT OF THE KYRGYZ REPUBLIC

On Certain Issues of the Fuel and Energy Complex

(As amended by the Decree of the President of the KR dated February 11, 2026, No. 39)

In order to optimize management and improve the efficiency of thermal power generation and heat supply enterprises, as well as to eliminate cross-subsidization of the open joint-stock company "Electric Stations," in accordance with Articles 66 and 71 of the Constitution of the Kyrgyz Republic, I decree:

1. The Cabinet of Ministers of the Kyrgyz Republic:

- to reorganize the state enterprise "Kyrgyzteploenergo" under the Ministry of Energy of the Kyrgyz Republic, creating new state enterprises and transferring to them the relevant heat supply facilities for subsequent transfer to municipal ownership;

- to transfer the heat supply facilities of the branches of the open joint-stock company "Electric Stations," including the heat and power plants in Bishkek and Osh, as well as "Bishkekteploset" to the mayors of these cities for the establishment of municipal heat supply enterprises on their basis;

- to carry out the transfer of the heat supply facilities mentioned in the previous points, along with the corresponding assets, staff, financing, and obligations;

- to take measures to terminate the subsidization of heat supply enterprises by 2033;

- to present to the Jogorku Kenesh of the Kyrgyz Republic a draft law regarding the transfer of powers on heat supply issues to local authorities;

- to implement other measures arising from this Decree.

2. The control over the implementation of this Decree is entrusted to the Department for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.

3. This Decree comes into effect upon signing and is subject to official publication.
