The Housing Committee reviewed changes to the law regarding the issuance of national passports for minors.

At the meeting, practical difficulties arising from the requirements of the law were also discussed. Almaz Raimbekov emphasized that obtaining consent from both parents is not always possible: one of them may be abroad, refuse to cooperate, or be unknown. In such cases, the parent who is actually caring for the child is forced to go to court to obtain permission.

Deputy Gulsharkan Kultaeva raised the issue of issuing passports for minors, considering the exceptions provided in part 5 of Article 43. Representatives of the Cabinet of Ministers indicated that if the child is outside the country, part 5 of Article 43 also applies in this case. According to it, the issuance of a civil passport abroad is carried out only with the consent of both parents, and in the absence of one of them — based on a court decision.

Deputy Gulsunkhan Junushalieva raised questions about the safety of minor citizens. In response, the Chairperson of the Committee, Toktobubu Ashymbaeva, suggested adding a provision to the draft law regarding the issuance of passports at the place of citizens' application.
