On December 4, 2025, a Memorandum of Understanding was signed in Islamabad, which received approval from the Cabinet of Ministers. The decree on its ratification, number 92, was signed by Prime Minister Adylbek Kasymaliev on February 12, 2026.
The implementation of this agreement is entrusted to the Ministry of Economy and Commerce of the Kyrgyz Republic.
The Ministry of Foreign Affairs of the Kyrgyz Republic must notify the Pakistani side of the completion of all necessary procedures to activate the memorandum.
The content of the document includes:
- support for increasing tourist flows between the states;
- development of cooperation between tourism operators;
- attraction of investments in the tourism sector;
- exchange of statistical data, experience, and experts;
- organization of familiarization trips, including representatives of the media;
- participation in international exhibitions and forums;
- conducting seminars and training programs;
- promotion of tourist destinations of both countries.
It is separately stated that each party bears the costs of implementing activities unless otherwise agreed upon separately.
The agreement will come into force after the exchange of diplomatic notifications regarding the completion of internal procedures. It will be valid for 5 years with automatic extension for the same periods. Termination is possible with a written notice 6 months in advance.
The document was published in the newspaper "Erkin Too" on February 20, 2026, and will take effect 10 days after the official publication.

MEMORANDUM
of understanding between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Islamic Republic of Pakistan in the field of tourism
Islamabad, December 4, 2025
The Cabinet of Ministers of the Kyrgyz Republic and the Government of the Islamic Republic of Pakistan, hereinafter referred to as the "Parties," have signed this Memorandum with the aim of effective cooperation in the field of tourism, hospitality, and investments, which is important for economic growth.
Article 1.
The Parties strive to develop mutually beneficial cooperation in the field of tourism in accordance with applicable laws and regulations.
Article 2.
The Parties will work together in various areas of tourism, including:
1) attracting tourists to the countries of the Parties in coordination with the relevant authorities;
2) cooperation between travel agencies to increase the exchange of tourists;
3) attracting investments in the tourism sector in accordance with regulations;
4) coordinating positions at international forums and conferences;
5) exchanging experience and statistics in the field of tourism;
6) organizing familiarization trips, including visits by media and experts;
7) exchanging knowledge and training programs;
8) organizing seminars to enhance the qualifications of tourism workers;
9) participating in exhibitions and events that strengthen cooperation;
10) attracting mutual investments.
Article 3.
The Parties undertake to provide information and consultations for the development of tourism activities.
Article 4.
The Parties will develop ties and promote tourist destinations for the populations of both countries.
Article 5.
The Parties will exchange advertising and informational materials in the field of tourism.
Article 6.
i. Financial costs arising during the implementation of this Memorandum will be covered in accordance with the legislation of each Party.
ii. Each Party bears its own expenses for cooperation under this Memorandum.
iii. The Parties will agree on the procedure for financing joint activities.
Article 7.
The provisions of this Memorandum do not affect other international agreements of the Parties.
Article 8.
Disputes arising in connection with the implementation of the provisions of the Memorandum will be resolved peacefully through consultations and negotiations.
Article 9.
Amendments and additions may be made by mutual agreement of the Parties and formalized in separate protocols.
Article 10.
The Memorandum comes into force upon receipt of the last notification regarding the completion of internal procedures. It is valid for 5 years with automatic extension, and either Party may terminate it by notifying the other Party 6 months in advance.
In witness whereof, the authorized representatives of the Parties have signed this Memorandum in Islamabad on December 4, 2025, in two languages: Russian and English. In case of discrepancies in interpretation, the English text shall prevail.
