In accordance with the provisions of Articles 29 and 47 of the Treaty on the Eurasian Economic Union dated May 29, 2014, as well as Articles 13 and 17 of the Law of the Kyrgyz Republic on the Cabinet of Ministers, the Cabinet has made the following decisions:
1. Establish a temporary ban on the export of recyclable paper and cardboard (waste paper and waste) for a period of six months, except in cases of transit and humanitarian assistance provided by the Cabinet of Ministers. The ban comes into effect three days after its official publication.
2. The Ministry of Economy and Commerce is instructed to notify the World Trade Organization and the Eurasian Economic Commission about the introduction of the specified temporary ban.
3. The Ministry of Foreign Affairs must notify the Executive Committee of the Commonwealth of Independent States about the introduction of this ban within three days from the moment it comes into effect.
4. The State Customs Service and the Border Service must take measures to prevent the illegal export of waste paper and waste covered by this resolution.
5. Recognize as invalid the previous resolution adopted on June 27, 2025, regarding the temporary ban on the export of recyclable paper and cardboard beyond the customs territory of the EAEU.
6. The control over the implementation of this resolution is assigned to the Department for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers under the Administration of the President of the Kyrgyz Republic.
7. This resolution comes into effect fifteen days after its official publication.
