One of the key proposals of the document is the possibility of allocating land plots on the territory of the presidential state residence in special cases related to the social needs of the population. Under the new initiative, land allocation will be carried out by the decision of the president and in accordance with the norms of land legislation through the cabinet of ministers.
As noted in the explanatory note, the initiative arose against the backdrop of appeals from residents of the village of Chon-Aryk, where there is a shortage of educational institutions such as schools and kindergartens. In this regard, it is proposed to allocate a plot of 10.48 hectares on the territory of state residence No. 1 for the construction of social and educational facilities.
The authors of the draft law emphasize that the current version of the law completely prohibits land allocation in this zone, which complicates the resolution of pressing social issues. At the same time, a special protection regime will be maintained, and the decisions made will take into account safety requirements. If the draft law passes all necessary stages, it will come into force ten days after its official publication.
