According to this document, the resolution dated December 22, 2022, No. 710, which defined the rules for including foreign citizens in the flight crews of Kyrgyzstan's airlines in case of a shortage of local aviation personnel, is no longer in effect.

On the composition of the flight crew of civil aircraft of the Kyrgyz Republic
In order to streamline operations in civil aviation, in accordance with Article 83 of the Air Code of the Kyrgyz Republic and Articles 13, 17 of the Constitutional Law of the Kyrgyz Republic "On the Cabinet of Ministers of the Kyrgyz Republic," the Cabinet of Ministers issues the following resolution:
1. In case of a shortage of aviation personnel among citizens of the Kyrgyz Republic, the crew of civil aircraft of airlines engaged in commercial air transportation and performing aviation work may include:
1) foreign citizens who have the appropriate professional and special training in accordance with the air legislation of the Kyrgyz Republic and have undergone the procedure for the recognition of their aviation personnel certificates by the civil aviation authority of the Kyrgyz Republic;
2) foreigners who have completed professional and special training at educational institutions of the Kyrgyz Republic in the field of civil aviation and have received aviation personnel certificates of the Kyrgyz Republic.
2. Recognize as invalid the order of the Ministry of Transport and Communications of the Kyrgyz Republic "On the composition of the flight crew of civil aircraft of the Kyrgyz Republic" dated August 1, 2016, No. 2.
3. The implementation of this resolution will be carried out within the limits of the funds provided for in the republican budget for the current and subsequent years.
4. This resolution will come into effect seven days after its official publication.
