The industrial base in Bishkek has been returned to state ownership












In the capital of Kyrgyzstan, Bishkek, unauthorized appropriation of state property has been established, namely an industrial base that includes workshops, warehouses, and a land plot located at: Frunze St., 1A.

According to information from the press service of the State Committee for National Security (GKNB), in 1988, based on the Housing and Utility Enterprise of the joint-stock company "Kyrgyzkurulush," the company OsOO "Aibol" was created, which was transferred the industrial base with a land plot of 0.64 hectares as a result of privatization.

Upon transfer to ownership, OsOO "Aibol" committed to maintain its profile of activity, ensuring the maintenance of residential buildings, while the founders were not allowed to change the direction of work or dispose of the property without unanimous consent.

However, starting from 2010, the maintenance activities were gradually phased out, and the property began to be used for commercial purposes. Control over the company ended up with a citizen D.B., who at that time was the deputy head of the government apparatus of Kyrgyzstan, through his mother R.Z., who was appointed director of OsOO "Aibol."

During operational activities, D.B. voluntarily transferred the industrial base with workshops, warehouses, and a land plot with a total area of 0.64 hectares to the balance of the State Agency for Management of State Property (GAUGI) under the Cabinet of Ministers of Kyrgyzstan to compensate for the damage caused.

Currently, according to the new provisions of GAUGI, these land plots will be evaluated by independent experts and transferred to the balance of the Bishkek city administration.
