As reported by Turmush correspondent, the name of the first secretary is recorded as "Tokin," but this is a mistake. In fact, it refers to Taukin Musabek Ibrahimovich, a representative of the Kazakh nationality. Among the district committee secretaries were also individuals of other nationalities, such as the Russian A.P. Polny and Kalmyks Ö.Nosинов, M.Sultanov, and others.

Taukin Musabek Ibrahimovich was born on January 14, 1902, in Kustanai County, Kazakhstan. His father, Ibrahim, was a farmer and later became a secretary. In the early years of Soviet power, Musabek studied at the city school in the village of Presnogorykovskaya. In 1920, he joined the Komsomol after finishing the 6th grade, and then enrolled in the military-political courses of the Red Army in Kazan. In 1921, he became a member of the Communist Party, and in 1922 he completed his studies. During this time, he also held the position of head of the agitation and propaganda department in Kustanai Region.

From 1922 to 1923, he served as a political instructor in the third line regiment of the first line division in Penza, and from 1923 to 1924, he worked in the 11th Gomel Cavalry Division. His activities in Kyrgyzstan began in 1926 when he became the military commissioner of the Kyrgyz cavalry squadron in Frunze.

Since 1930, Musabek actively participated in the formation of the Kochkor district party committee, serving as the chairman of the organizational work department. In 1930-1931, he held the position of first secretary of Stalin District, which was later divided into Kochkor and Jumgal districts.

In 1931, Taukin became a member of the Central Executive Committee of the Kyrgyz ASSR and continued his career in the party, holding various positions, including secretary of the Jalal-Abad regional party of Bolsheviks. However, in 1937, he was expelled from the party as a counter-revolutionary. On October 17, 1937, he was arrested for "anti-Soviet activities," and soon he found himself among those who were convicted.

According to experts, from 1920 to 1950, there were about 40,000 repressions in Kyrgyzstan, among which were Kazakhs. Musabek Taukin also became a victim of repression and died in prison while awaiting the execution of his sentence. Only on February 9, 1994, was his name posthumously rehabilitated.
