
The Ministry of Labor, Social Security and Migration reported that in January 2026, 132 people in Kyrgyzstan received the status of kayrylman.
Ethnic Kyrgyz returning to their historical homeland can take advantage of a simplified procedure for obtaining citizenship, as well as access a wide range of social guarantees. Obtaining the status of "kayrylman" allows them to be practically equated in rights to the citizens of the Kyrgyz Republic.
In 2025, 935 people received a similar status. Most ethnic Kyrgyz came from the following countries:
- Tajikistan — 837;
- Uzbekistan — 66;
- China — 12;
- Afghanistan — 10;
- Russia — 9.
A special commission reviews each application within two months.
Individuals who receive the status of kayrylman have the right to employment, education, medical assistance, as well as pensions and benefits. Currently, state guarantees cover hundreds of such individuals:
The kayrylman certificate is valid for three years, during which its holder must apply for citizenship of the Kyrgyz Republic.
The Ministry emphasizes that in case of discrimination or inappropriate treatment by local department staff, it is necessary to report this immediately. The agency has opened a hotline at the toll-free number 1966.
