In its message, the agency emphasized that all their actions are based on the Constitution and legislation of the republic.
“The status of 'kairylman' was introduced to simplify the process of obtaining citizenship for ethnic Kyrgyz returning to their homeland. This decision is made by a special interdepartmental commission, which includes representatives from various state structures, including the State Committee for National Security and the Ministry of Internal Affairs. The application for obtaining the status is considered within two months,” the statement said.
According to the Ministry of Labor, in January 2026, 132 people received the kairylman status, and in 2025 — 935:
- 66 people from Uzbekistan;
- 837 people from Tajikistan;
- 12 people from China;
- 9 people from Russia;
- 10 people from Afghanistan;
- 1 person from other countries.


“According to the legislation, kairylmans are provided with social guarantees and benefits similar to those of Kyrgyz citizens. They have the right to social benefits, pensions, medical assistance, and education. Currently, 13 kairylmans receive social benefits, 19 receive pensions, 5 people have received land plots, 263 people use medical services, 373 are studying in schools, and 63 students are in universities. 30 kairylmans have applied for jobs, and 11 of them have already found employment,” the Ministry of Labor noted.
