The parliament suspects the Ministry of Construction of Kyrgyzstan and construction companies of collusion. The issue of inflated prices for GIK houses was raised.

During the plenary session of the Jogorku Kenesh on February 5, 2026, Deputy Akylbek Tumonbaev drew attention to the fact that the Ministry of Construction is not completing the process of commissioning several residential buildings in Bishkek and Osh.

According to him, many buildings are already inhabited, but they have not been officially commissioned yet, as reported by Tazabek.

“As a result, tax revenues are not flowing into the budget. After the construction is completed and the facility is commissioned, the construction company is obliged to pay taxes,” he explained.

Tumonbaev expressed suspicion of possible collusion between construction companies and the Ministry of Construction, which could lead to tax evasion.

“Who is interested in delaying the acceptance of these facilities for so long?” he asked.

Minister of Construction Nurdin Oruntaev assured that no one has an interest in prolonging the process.

“Until 2022, more than 200 real estate objects did not have the necessary permits for commissioning, but since then we have resolved issues for 150 of them,” he reported.

Deputy Mederbek Aliyev added that there is a problem of inflated housing prices.

He noted that ordinary citizens find it difficult to understand that prices are determined by the market, which is influenced by many factors.

“It has become difficult to live now. There is a phrase on social media: ‘There is life — you must live,’ but how to live when everything has become so expensive?” he said.

Aliyev recalled that during his student years, people could go to Russia for six months, earn money, and return to buy an apartment in Bishkek.

“Today, even if migrants work their whole lives, they will not be able to afford housing,” he added.

In the deputy's opinion, such housing prices as in Bishkek are not found even in Istanbul or Spain, and they have equaled those in Moscow.

“An apartment of the 104 series can be bought for 100 thousand dollars. Can you at least control rental prices? Students coming to study in the capital face great difficulties,” he noted.

In response, the First Deputy Chairman of the Cabinet of Ministers Daniyar Amangeldiev stated that the State Mortgage Company is working on stabilizing the situation.

“When we were studying, the population of Bishkek was about 1 million people, now it is 2.5 million. This creates a huge burden,” he added.

The deputy asked not to mix issues of the GIK with issues of housing rental.

Amangeldiev promised to provide a written response to this question.

Nurlanbek Azygaliev inquired about the cost of housing construction under the GIK program.

Deputy Head of the State Mortgage Company Nurlan Kudaykulov reported that the cost of construction in Bishkek is 59,140 soms per square meter, while in the regions it is 64,800 soms.

When the deputy asked at what price the apartments are sold, Kudaykulov replied that the price ranges from 900 to 1400 dollars per square meter.

When asked about the reasons for inflated prices compared to the cost of construction, he explained: “The GIK also needs to make a profit to ensure operations and finance future projects.”

To this, Amangeldiev added that the tariffs of the State Mortgage Company are under control and all risks are balanced by profits.

He also reminded that GIK apartments are offered with repairs.

“We did not create the GIK for profit, but to provide citizens with affordable housing,” emphasized the deputy.

Azygaliev also asked about the cost of housing in Kara-Balta under the GIK program.

Kudaykulov replied that apartments there are sold for 900 dollars per square meter.

The deputy noted that private construction companies offer housing in Kara-Balta for 600 dollars per square meter, considering that they also pay for the land plot.

“Why is GIK housing more expensive if the plot is provided for free?” he inquired.

Kudaykulov responded that GIK apartments come with repairs, to which the deputy noted that the cost of repairs is only 50-100 dollars per square meter.

In response, Amangeldiev promised to provide a detailed calculation of housing construction prices under the GIK program.
