













On February 20, public hearings were held in Bishkek regarding the budget project for 2026. This event was organized by the city administration.
Residents of the city, as well as the deputy mayors, deputies of the Bishkek City Council, and heads of various city services attended the hearings.
Under the chairmanship of Bekzhan Usenaliev, head of the Bishkek City Council, the hearings were also attended by the first deputy mayor Mirlanbek Baigonchokov, deputy chairman of the BGC Zhyldyzbek Abdraymov, and Elnura Duyshkeeva, chair of the budget committee.
The first deputy mayor noted that several significant projects were implemented in 2025.
“Over the past five years, the city budget has tripled. The city is actively developing, and we have many initiatives aimed at improving the lives of residents. We are confident that we can achieve great plans and make Bishkek more comfortable and modern,” added Baigonchokov.
Ruslan Sadyrbaev, head of the "Bishkek Financial Management" of the Ministry of Finance, presented the budget project for 2026, stating that the actual budget revenues for 2025 amounted to 30.5 billion soms, and the budget execution was 103.8%, which is 1.1 billion soms more than planned.
The city budget expenditures in 2025 amounted to 30.7 billion soms, most of which were directed towards infrastructure development. As part of the decree of the President of the Kyrgyz Republic to support urban infrastructure, an additional 2.9 billion soms was allocated from the Stabilization Fund, which also went towards the construction and repair of roads, landscaping, ensuring safety in educational institutions, and implementing other important initiatives.
According to Ruslan Sadyrbaev, local budget revenues for 2026 are projected to be at 32.9 billion soms. These funds will be directed towards improving transport infrastructure, major repairs and construction of new social facilities, as well as landscaping districts and other socially significant projects.
During the hearings, residents raised questions about gasification, sewage, road conditions, social facilities, and transportation, to which they received answers from representatives of the municipality and deputies of the BGC. All expressed suggestions will be taken into account and forwarded to the relevant services for further action.
