The pilot mode, according to the project, is planned to be implemented from March 1, 2026, to February 1, 2027. The owner of private housing will have the opportunity to create parking spaces on plots designated for individual housing construction.
The explanatory note emphasizes that Bishkek is facing a serious shortage of parking spaces. There are 468 thousand registered vehicles in the capital, and considering the daily incoming traffic, this number reaches 700 thousand. This leads to unorganized parking on the roadway and lawns, creating traffic jams and jeopardizing road safety.
The city administration must develop a procedure for providing services and tariffs for these parking spaces. If the pilot project proves successful, the city plans to amend regulatory legal acts to implement this mechanism on a permanent basis.
