Deputies raised the issue of children traveling abroad with the consent of one parent

According to the parliamentarians, in the case of divorced families, it is sometimes difficult to obtain the consent of the other parent.


During the first reading of the draft law "On Amendments to the Law of the Kyrgyz Republic 'On External Migration'," the Committee on International Affairs, Defense, Security, and Migration convened.

The Deputy Head of the President's Office, Almaz Raimbekov, presented information about the draft law.

He noted that the purpose of the document is to simplify the procedure for obtaining a general civil passport for citizens under the age of 16.

Raimbekov added that the adoption of this draft law will better protect the rights of children and eliminate unnecessary difficulties for families.

During the discussion, Deputy Zhyldyz Sadyrbayeva raised the issue of the need to issue a power of attorney for a child to travel abroad.

She emphasized the importance of regulating the mechanism for obtaining parental consent not only for the passport but also for the child's departure.

Deputy Cholpon Esenamanova also noted that the issue of providing consent for crossing the border from one parent should be considered.

According to her, in cases involving divorced families, obtaining the consent of the other parent can be challenging.

Other deputies, such as Gulya Kozhokulova, also drew attention to this problem.

“The general civil passport, for which the consent of one parent is required, is used for leaving the country; however, the departure itself is only possible with the consent of both parents. As a result, it seems we are allowing it, but on the other hand, there is a prohibition,” the deputy noted.
