At a meeting of the Committee on International Affairs, Defense, Security, and Migration of the Jogorku Kenesh, a draft law "On Amendments to the Law of the Kyrgyz Republic 'On External Migration'" was approved in the first reading.

The initiator of the draft law was the Chairman of the Cabinet of Ministers.

The information on the draft law was presented by the Deputy Head of the President's Office, Almaz Raimbekov.

According to him, the draft law aims to simplify the process of issuing a general civil passport for citizens under the age of 16.

“The adoption of this draft law will create conditions for more effective protection of children's rights, eliminate unjustified difficulties for families, and reduce the burden on the judiciary, which will allow authorized bodies and border services to fulfill their duties in accordance with the law without restricting the rights of citizens, and will increase the accessibility of public services in the area of passport regulation,” the speaker added.

Deputy Zhyldyz Sadyrbaeva raised the issue of the need to issue a power of attorney for a child to travel abroad, noting that clear mechanisms for parental consent need to be established not only for obtaining a passport but also for traveling.

Cholpon Esenamanova also emphasized the necessity of a detailed examination of issues concerning the consent of one parent for crossing the border, especially in the context of divorced families. Deputies Gulya Kozhokulova and Burul Amanova supported this position, emphasizing that a general civil passport, for which the consent of one parent is required, cannot serve as a basis for traveling without the permission of the other parent. “We allow it, but at the same time, there is a prohibition,” noted Gulya Kozhokulova.

Deputy Yrysbek Atazhanov supported the initiative, pointing out the difficulty of obtaining a passport for children without the consent of both parents.
