At a meeting of the Committee on International Affairs of the Jogorku Kenesh, Deputy Gulya Kozhokulova raised an important issue concerning migrant parents who leave their children in the care of relatives.
She noted that migration affects not only adults but also children, and provided data indicating that 750 children are under guardianship, with relatives becoming guardians in 95% of cases.
Kozhokulova emphasized that instances of violence against children often occur among relatives, yet many of these incidents go unnoticed and are not properly recorded.
The deputy also inquired how the prosecution authorities and other state structures identify such cases and how parental responsibility is addressed in situations where young children are left unattended. She suggested discussing the possibility of depriving parental rights for those who leave for extended periods, leaving their children without proper care.
Deputy Attorney General Umutkan Konkubaeva explained that social protection agencies primarily deal with such issues, as they maintain records. The prosecution also supervises, and ongoing work is conducted locally to monitor this area.
Kozhokulova highlighted that violence experienced in childhood has a serious impact on mental health and the future of children. She believes that the situation with minors left without parents represents a "time bomb" that requires comprehensive intervention from state bodies, the police, and local services.
