"Having a child is easy; he goes to another and a third family and does it without thinking." The deputy proposes a reform of alimony and to obligate men before the state.

In Kyrgyzstan, there is a growing need to reform the alimony system, which, according to Deputy Dastan Bekeshev from constituency No. 22, is no longer functioning properly. At the meeting of the Budget Committee of the Jogorku Kenesh on January 19, he proposed a new approach.

The deputy addressed Deputy Attorney General Ümütkan Konkubaeva, asking her to instruct court bailiffs to analyze the current situation with alimony: to find out which parents are fulfilling their obligations and which are not.

According to Bekeshev, it is women who most often find themselves in a difficult position: “The alimony system does not work, and all the problems fall on women, who are forced to go to courts and other authorities.” He suggested introducing a minimum amount of alimony that would be paid by the state budget. In this case, the obligation to pay alimony would rest with the debtor to the state.

“If a person becomes a parent, they must take care of the child, regardless of the circumstances. Families are formed, and then men leave and do not think about financial obligations. They do not consider the consequences, and in the end, women and children suffer,” the deputy noted, calling for a revision of the old system. He believes that in the event of a divorce, the obligation for alimony should transfer to the state, which would then recover the funds from the debtor.

The Deputy Attorney General agreed with this position and, with a touch of humor, added that in such situations, people should think about marriage. Statistics show that since 2019, 22% of families divorce annually.

The deputy also reminded that many of those getting divorced do not fulfill their alimony obligations. According to Konkubaeva, in 2025, 341 men were deprived of parental rights because they refused to pay alimony. In total, there are about 60,000 protocols regarding alimony, but it is difficult to determine the exact amount as it changes every month.

Bekeshev emphasized the need to hold accountable those who push for the creation of families. “Those who ask questions about marriage should bear financial responsibility for their words,” he proposed.

Konkubaeva added that a new scheme is being considered, according to which alimony will be paid by the state, and then the prosecutor's office will be responsible for recovering these funds from the debtors.
