"They Must Work Like Donkeys." Bekeshev Proposes a System for Collecting Alimony from Debtors

During the meeting of the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development on January 19, Bekeshev proposed conducting a study to find out how many parents evade alimony payments and how long the process of collecting them takes.

The deputy believes that the current alimony system is outdated and needs reform.

“It is not functioning. Women suffer when they turn to the courts and the police, often in tears, seeking help from us. As a result, they go through numerous instances. A child is born, the couple breaks up. Why not establish a fixed minimum alimony amount? The state could take on part of this responsibility, and debtors should work. Sorry, but they must work like horses. If you have become a father, you must provide for your child! Regardless of your situation! You need to think in advance about the consequences of your actions! People leave their families, have children in new relationships, and it continues over and over again! This is unacceptable! And then everyone blames the president, the deputies, the courts, and the prosecutor's office, but these people are never at fault! Alimony should be paid without going to court. If you are divorced, then you owe the state! In case of non-payment, the state should have the right to seize property. They must realize their responsibility!” - emphasized Bekeshev.

“If this continues, young people may start refusing to get married,” noted Deputy Attorney General Umutkan Konkubaeva humorously.

Nevertheless, she added that since 2019, there has been a trend where about 22% of divorces are recorded each year. In 2025, 341 fathers were deprived of parental rights for non-payment of alimony. Currently, there are more than 60,000 cases of non-payment of alimony with bailiffs.
